On August 19:

● At 1:02 a.m., officers arrested Byron D. Tillman, 39, of Freeport, IL, following a traffic offense stop in the 400 block of 18th Avenue. Tillman was charged with operating a motor vehicle while intoxicated-1st offense and also cited for speeding and operating without a valid driver’s license. Tillman was booked and released to a responsible adult pending a court appearance. 

● At 4:29 p.m., officers were called to a business in the 300 block of 6th Avenue West for a shoplifting complaint. An investigation resulted in the arrest of Joanna M. Kazanjian, 38, of Beloit, on a charge of felony retail theft, possession of cocaine, possession of a schedule II narcotic and two (2) counts of possession of drug paraphernalia. Also arrested was Nikki L. Shear, 40, of Janesville, on a charge of felony retail theft, bail jumping, and a probation hold by the Wisconsin Department of Corrections-Probation & Parole. Both Kazanjian and Shear were confined in the Green County Jail pending further proceedings.

● At 9:58 p.m., officers were called to a business in the 1900 block of 10th Avenue for a report of a suspicious person. An investigation led to the arrest of Austin J. Penniston, 44, of Argyle, after the Wisconsin Department of Corrections-Probation & Parole placed a probation hold on Penniston for a probation rule violation. Penniston was confined in the Green County Jail pending further proceedings.

On August 21:

● At 5:49 p.m., officers were called to a report of a disturbance in the 2200 block of Haven Lane. An investigation was conducted and led to the arrest of Kimberly L. Heffner, 57, of Monroe, on two (2) counts of disorderly conduct. Heffner was confined in the Green County Jail pending a court appearance.

On August 25:

● At 12:56 a.m., officers conducted a traffic offense stop in the W5400 block of STH 11/81. The investigation led to the arrest of the driver, Ryan P. Bechtolt, 38,  of Monroe, on a charge of operating a motor vehicle while intoxicated-2nd offense. Bechtolt was also cited for 25+ mph over the speed limit and possession of open intoxicants in a motor vehicle-driver. Bechtolt was booked and released to a responsible adult pending a court appearance.

● At 4:56 p.m., officers were called to vehicle versus parked vehicle and trailer in the 200 block of 11th Avenue. An investigation led to the arrest of the driver, Garrett J. Fisher, 34, of Monroe on a charge of operating a motor vehicle while intoxicated-1st offense. During the investigation, a handgun was located in Fisher’s vehicle. Fisher was also charged with intoxicated firearm possession and cited for failure to maintain control of a vehicle. Fisher was booked and released to a responsible adult pending a court appearance. 

● At 7:19 p.m., officers were called to a disturbance at a residence in the 600 block of 16th Avenue. An investigation led to the arrest of Kimberly J. Mutai, 45, of Monroe, on a charge of disorderly conduct under Wisconsin’s Domestic Violence laws. Mutai was released after posting cash bail pending a court appearance.

On August 28:

● At 5:46 p.m., officers were called to a business in the 300 block of 6th Avenue West for a shoplifting complaint. Then investigation led to the arrest of Aaron E. Melton, 25, of Monticello, on charges of retail theft and also misdemeanor bail jumping due to a violation of bail conditions from a prior case. Melton was confined in the Green County Jail pending a court appearance.

● At 7:08 p.m., officers arrested Peter V. Cramer, 39, of Monroe, at STH 69 and 2nd Street, on two (2) warrants issued by the Monroe Police Department for failure to appear in court. Cramer was confined in the Green County Jail pending a court appearance.
