On March 1: 

● At 1:11 p.m., officers were called to a report of a vehicle parked in the middle of a street in the 2200 block of 5th Street. An investigation indicated that the operator of that vehicle, identified as Heidi L. Spangler,  42, of Monroe, had failed to place the vehicle in park and the vehicle rolled out of a driveway and into the street. Spangler was observed leaving the vehicle and located immediately nearby by officers. Spangler was arrested on a charge of operating a motor vehicle while intoxicated and later released to a responsible adult pending a court appearance.

On March 4:

● At 5:56 a.m., officers arrested Ethan D. Strothman,19, of Monroe, after agents of the State Line Area Narcotics Team (SLANT) Task Force, along with Monroe Police officers, executed a search warrant at a residence in the 1800 block of 16th Avenue, on Monroe’s near south side. Strothman was charged with possession of tetrahydrocannabinols (Delta 9 THC-marijuana), possession of drug paraphernalia, and felony bail jumping due to a violation of bail conditions from a prior case. Strothman was confined in the Green County Jail pending a court appearance. The State Line Area Narcotics Team (SLANT) Task Force consists of law enforcement personnel from the Illinois State Police, Rockford IL Police Department, Freeport IL Police Department, Loves Park IL Police Department, Belvedere IL Police Department, Boone County IL Sheriff’s Office, Green County WI Sheriff’s Office and the Monroe Police Department.

On March 7:

● At 12:31 p.m., officers were informed by personnel at a business in the 700 block of 8th Avenue that a shoplifting incident had just occurred, and the suspect was pointed out. The suspect, identified as Alex J. Lilligan, 25 of Deerfield, was arrested and charged with retail theft <$50. Lilligan was also arrested on two (2) arrest warrants from Illinois for other shoplifting offenses there. Lilligan was confined in the Green County Jail pending further proceedings.

On March 8:

● At 8:20 p.m., officers conducted a traffic offense stop on a vehicle traveling the wrong way in the W5300 block of State Highway 11/81 following a complaint. The investigation led to the arrest of Melvin O. Garcia Espinoza, 39, of Monroe, on charges of operating a motor vehicle while intoxicated-2nd offense. Garica Espinoza was also cited for operating after revocation-alcohol related, open intoxicants in a motor vehicle and operating the wrong way on a divided highway. Garcia Espinoza was booked and released to a responsible adult pending a court appearance.

On March 17:

● At 2:19 a.m., officers were called to a domestic disturbance at a residence in the 200 block of 4th Avenue. The investigation led to the arrest of Caleb M. Hare (21), of Monroe, on charges of disorderly conduct, battery, battery to an unborn child and strangulation, all under Wisconsin’s Domestic Violence laws. Hare was additionally charged with felony bail jumping due to a violation of bail conditions from a prior case. Hare was also taken into custody on a request from the Wisconsin Department of Corrections-Probation & Parole for a probation violation and confined in the Green County Jail pending further proceedings.
