Concessions from city, police in deal

MONROE - The City of Monroe Common Council ratified a three-year agreement between the City of Monroe and the Monroe Professional Police Association Tuesday.

The two parties exchanged initial offers Feb. 12. The agreement covers the period from Jan. 1, 2008 to Dec. 31, 2010.

The sworn police officers were able to hang on to their 75 hours of accumulative compensatory time, and their 100 hours of accumulative sick leave. The city originally wanted those reduced to 40 hours and 96 hours.

The officers also got the city to back off on a 90/10 split for their health care premiums. The city now will pay 100 percent in 2008, 97.5 percent in 2009, and 95 percent in 2010.

In exchange, the city got to keep "discharge" wording in Article IX, which covers suspension, dismissal and reduction in rank. The officers wanted most of the article stricken and "discipline" wording inserted.

The city also got to keep the vacation plan for years of service completed at 1, 2, 8, 15 and 20. The officers wanted the plan changed to 1, 2, 5, 10, and 15 years.

Retiring employees will continue to receive 50 percent of accumulated sick leave, while officers wanted 100 percent.

Unused accumulated sick leave and vacation time at termination paid to the employee's Health Care Reimbursement Account (VEBA) will remain at 50 percent. Officers wanted 100 percent.

Increases in salary are scheduled at 2 percent effective Jan. 1, 2008; 1 percent July 1, 2008; 3 percent Jan. 1, 2009; 1 percent July 2009; 3 percent Jan 1, 2010; and 1 percent July 1, 2010.

A probationary patrolman's pay will start at $20.23 per hour, effective Jan. 1, 2008. After a six-month probationary period, pay jumps to $20.53 per hour. After one year of continuous employment, it increases to $20.85. The same pay grade level starts at $21.04 Jan.1, 2009, and at $21.89 Jan. 1. 2010.
