MONROE - The City of Monroe is restructuring its finance department in conjunction with the retirement of Cathy Maurer, the city comptroller and treasurer, on April 1.
In a meeting Monday, members of the Salary and Personnel Committee separated the positions of comptroller and treasurer, as they had been prior to 2006, according to Phil Rath, city administrator.
Bridgette Schuchart, currently the accounting manager, will be moved into the comptroller position, at a salary of $51,732. The comptroller is head of the Finance Department.
Stephanie Bachim, currently the deputy treasurer, will move into the treasurer position, at a salary of $37,900.
Job descriptions for the two positions will be updated to reflect their responsibilities and duties.
Karla Fritsch will remain in her current position as deputy comptroller.
According to Rath, the positions of deputy treasurer and accounting manager will remain vacant, until the committee determines to make further changes in the department.
The position of accounting manager was created in 2006, when the council asked Maurer, then treasurer, to take on the duties of comptroller. Adding the accounting manager position alleviated some duties on the treasurer, but more importantly kept separate the financial record oversight responsibilities of the comptroller.
With the accounting manager position vacant, Rath said, the committee is looking into hiring a part-time employee to handle the water and wastewater utilities' accounting and billing duties.
The committee's recent changes in the finance department structure were sent to the council for approval. The council is expected to take up the issue April 4.
The city's Finance Department is responsible for the city's accounting, payroll, budget, accounts payable and receivable, cash collections, investments, utility accounting, fixed assets, and record retention, as well as developing statistical data for the city's annual audited financial statements, bond rating and governmental reports.
