MONROE - On Tuesday, July 1, the Monroe City Council:
Set a public hearing date of July 15, for an ordinance allowing neighborhood electric vehicles on city streets. A vote on the new ordinance also is expected on that date.
Approved a new resolution designating Mayor Ron Marsh, City Clerk Carol Stamm, City Treasurer Cathy Maurer and Fire Chief Daryl Rausch as authorized persons to sign forms and expend funds for the Monroe Fire Department LOSAP program. They replace former Mayor Bill Ross and former Clerk Jim Myers.
Approved adding a 2 percent administrative fee to all invoices billed by the city, excluding taxes, utility bills and retiree insurance bills; and a 5 percent surcharge to all invoices for stock materials sold by the city which then need to be restocked or reordered.
Approved payment of claims in the amount of $613,532.45.
Approved authorization of special events: Green County Fair from 8 a.m. July 16 until 1 a.m. July 21 at the Green County Fairgrounds; and the Monroe Main Street Maxwell Street Days Sidewalk Sales Event from 9 a.m. until 5 p.m. on Aug. 1-3 within the area of Ninth to 13th streets and 15th to 18th avenues. Maxwell Street Days includes the suspension of normal vendor permits all three days and suspension of parking meter fees Aug. 1.
Granted electrical apprentice licenses to Dan Lincicum and Cory Gabiod; electrical journeyman license to Daniel Guell; operator licenses to 35 individuals; and a sidewalk cafe permit to Baumgartner's.
Granted a Class "B" liquor and fermented malt beverage license to KTHOG, Inc., (The Roadhouse) for a period of July 1, 2008, until June 30, 2009. The license consideration was acted upon separately by the License Committee in a meeting Tuesday night, because the renewal application was one day late. Stamm told the council the only problem with a lapsed renewal license is that someone else could have come in and applied for the license.
Granted a temporary Class "B" fermented malt beverage retailers license to the American Legion Zilmer-Riley Post No. 84 for a fenced beer garden to be held in conjunction with the Green County Fair July 16-20.
Accepted on a 7-2 vote a bid of $33,116.74 from Rock Solid Concrete for the 2008 sidewalk repairs project. The project is the regularly-assessed repair project. The project does not include the 16th Avenue reconstruction assessed project. Thurston Hanson and Jan Lefevre voted against the resolution. Hanson said after the council meeting that he and Lefevre have been the only members to vote consistently against any citywide infrastructure project that is assessed to the property owners. Dan Henke was absent.
Authorized a change order to the contract with Kelsey Excavating, Inc., amending the original contract from $291,114 to $247,207.61.
Approved combining all 10 wards for the September partisan primary and November general election.

Approved from the TID No. 7 fund an expenditure up to $3,000 for installation of a cement pad for bike racks at Monroe Public Library, requested by the Monroe Main Street Design Committee through the Board of Directors.
