On Monday, Feb. 4, the Monroe Board of Public Works:
Recommended to City Council to hire Fehr-Graham & Associates to develop state approved plans for sanitary sewer and water utility improvements, a complete reconstruction in the 600, 700, and 800 blocks of 16th Avenue. According to Wastewater Treatment Plant Director Gerald Ellefson, the sewer is 75 years old and made of six-inch clay on bedrock. The Department of Natural Resources requires the replacement pipes to be eight-inch plastic. The brick manholes and laterals leading up to the terraces also will be replaced at the same time to protect the new street pavement planned for 2009. Ellefson said the work can be completed before Cheese Days in September 2008. Money for the project was set aside in the 2008 budget.
Approved a request for a credit adjustment of $150 on a water and sewer bill, estimated because of a non-working water meter at the Heritage House Restaurant; and denied a request for an adjustment on a sewer and water bill because of a privately-owned leaking water softener at the Swiss Alps Restaurant.
Accepted a quote and authorized purchase of a 2009 Peterbilt truck chassis for a bio solids spreader for $76,452.
Accepted quotes from and approved the hiring of Whitney Tree Service at $94 per hour for Spring Clean Up Days brush pick-up.
Denied a request for a bill adjustment for trash pick-up fees for Tom Konopacki. The request was denied due to no one appearing at the meeting to discuss the problem with the Board.
Authorized Park Supervisor Paul Klinzing to seek quotes for a tractor/mower with cab and snow broom to replace a 1996 John Deere tractor that will be traded in. The replacement equipment was budgeted.
Recommended to Council to accept a bid from and award a contract to Whitney Tree Service for 2008 forestry work.
Authorized Engineering Supervisor Al Gerber to seek quotes for 2008 construction materials.
Authorized Gerber to seek local quotes for a 2007/2008 midsize, extended cab pickup truck to replace a 1992 Jeep that will be traded in. The replacement vehicle was budgeted.
Approved and recommended to Council a resolution approving 2008 sidewalk repairs on both sides of the streets and avenues between 8th Street and 16th Street and 8th Avenue West to 31st Avenue.
Discussed and recommended to the Judiciary and Ordinance Review Committee to change late payment fees for storm water utilities from 1 percent per month to 3 percent per quarter. Public Works Director Kelly Finkenbinder said the change would relieve problems with calculations in billings.
Approved for payment bills from SEH for $8,064.27 for design services on the 8th and 9th streets project, and from Green Valley disposal for $3,116.97 for December recycling.

The fire department will disassemble and move the building structures located near the corner of Wisconsin 69 and Aebly Road.
Discussed and approved a request from Monroe Middle School to make the 1400 block of 15th Avenue a one-way street northbound from 7:30 to 8 a.m. Monday through Friday. The school has the responsibility of purchasing the necessary signs, putting them out and taking them back in. The request was made to facilitate the dropping off of students and to reduce congestion during the morning rush period.
