City of Monroe Common Council: July 7, 2009

MONROE - In a meeting Tuesday, the City of Monroe Common Council:

• Approved appointments of Vicki Ingwell for three-year term on Senior Citizen's Board, and Kelly Brunton for three-year term on Board of Park & Recreation Commissioners.

• Set a public hearing date for July 21 for an ordinance repealing Section 10-2-1(A) and creating Section 10-2-8 of the Monroe City Code: School Bus Lights. The Code will require school buses drivers to use flashing red warning lights at all loading and unloading sites not controlled by traffic signals within city limits.

• Set a public hearing date for July 21 for an ordinance creating Chapter 17 of Title 1 of the Monroe City Code: Official City Logo. The ordinance will restrict the use of the registered, colored city logo to the city, its departments and enterprises. All other uses require expressed permission from the city.

• Passed unanimously a resolution approving hiring Katherine L. Vetterli and Randall A. Teutschmann as part-time occasional dispatchers.

• Approved for payment claims in the amount of $859,603.13.

• Passed a resolution approving special events: The annual Green County Fair from 8 a.m. July 22 to midnight July 27 at the Green County Fairgrounds; Green County Family YMCA youth triathlon from 6 a.m. to 1 p.m. July 25 in Twining Park; Monroe Area Girls Softball tournament on July 17 to 19 in Twining Park and Northeast Park.

• Passed a resolution approving a no parking zone on the east side of 900 block of 25th Avenue.

• Passed a resolution approving a no parking zone sign on the east side of 1000 block of 18th Avenue.

• Passed a resolution authorizing Farmers Market location change.

• Granted a electrical appliance dealer license to Charles D. Menehan; electrical contractor licenses to Academy Electric (Steven Mylrea) and Clark Electric (Daniel J. Clark); and numerous operator's licenses.

• Granted a "Class A" Liquor and Fermented Malt Beverage license for Aldi, Inc., on a 6-4 vote. Aldermen Neal Hunter (Ward 1), Paul Hannes (Ward 2), Jan Lefevre (Ward 4) and Charles Koch (Ward 5) voted against.

• Granted a Temporary Class "B" Fermented Malt Beverage License in conjunction with outdoor beer garden to Knights of Columbus, on a 8-2 vote. Hannes and Koch voted against.

• Granted Temporary Class "B" Fermented Malt Beverage Licenses for Green County Pork Producers and for The American Legion, on a 9-1 vote. Koch voted against.

• Voted unanimously to authorized hiring Maddrell Excavating, Monroe, at a cost of $15,678 for installation of 525 feet of eight-inch water main and four hydrants at the MERIT Center.

• Voted 9-1 to authorizing hiring architect David Haroldson, Monroe, at a cost of about $27,000, for engineering and design work and developing state approved plans for proposed West Side Fire Station. Alderman Thurston Hanson voted against.

• Unanimously approved an amendment to Downtown Historic District Preservation Plan sign guidelines, following a public hearing.

• Passed a resolution supporting Census 2010.

• Heard an update by Fehr-Graham & Associates regarding streetscape project.
