MONROE - At a meeting Tuesday, July 2, the City of Monroe Common Council:
Approved a certified survey map for Quest Industrial in the north industrial park. Property is located at the NW intersection of North 29th Avenue and 3rd Street North.
Approved unanimously $1,391,260 to pay bills.
Approve the Monroe Park and Recreation Independence Day Celebration on July 4, 2013 and the Crossroads Community Church Bean Bag Tournament on July 26, 2013.
Granted miscellaneous licenses.
Approved a revised sidewalk cafe plan for Pancho & Lefty's Outlaw Grill.
Approved the 2012 Compliance Maintenance Annual Report (CMAR). The wastewater utility is required by the Wisconsin Department of Natural Resources to complete the report annually. This year the wastewater utility score is 3.65 G.P.A. on a 4.0 scale overall and required no action relating to the overall G.P.A. The current upgrade project will clear out the low score for solid waste storage.
City Clerk Carol Stamm performed the formal oath ceremony for Nathan S. Foltz, a sworn officer of Monroe Police Department who began June 10.
Mayor Bill Ross announced his intention to discuss whether aldermen are required to follow the chain of command policy set for city staff.
Alderman Tom Miller spoke about the city parking and ramp study that was voted down by the Board of Public Works on Monday. He asked what the ad hoc committee was supposed to do without current information to make a decision on the parking ramp.
Attorney Rex Ewald noted that the iPads for aldermen project was coming along, but had some more details to work out.
City Administrator Phil Rath noted that the city agendas and supporting documents were now available online for the public, as well as the council members.
Comptroller Bridget Schuchart said an error in the accounting software had slowed up the city budget audit process. Schuchart said she was working through software support and believed the problem was fixed.

Reviewed a list of suggestions for increasing meeting efficiency. One item in particular the committee discussed and asked to be implemented was arranging committee meetings during weeks when no council meetings are scheduled.

Approved bills from E&N Hughes for $41,212 for street work on Lake Side Heights; Whitney Tree Service for $2,600 for tree removal and trimming; Advanced Disposal $2,649 for May recycling; and Miron for $1,264,000 for the wastewater upgrade project.
Approved the purchase of two 8-foot 2 Boss Power V-snowplows for trucks for a total of $6,100 purchased through the storm water utility 2013 capital budget. The plows replace two older units.
Discussed spring cleanup options and delayed action until 2014 budget comes up for possible funding.
