BPW votes for transfer station agreement

MONROE - The Board of Public Works recommended Monday that the city extend its agreement with the Green County solid waste transfer station until the end of the year. However, it struck out the renewal clause.

The city council is scheduled to vote on the issue today, March 19.

City Administrator Phil Rath said he was comfortable with the city extending its agreement while working with the county to come to an agreement on a proposed solid waste management commission.

The city's proposal to create a solid waste commission, comprised of members appointed by the municipality users, was offered at the county's Solid Waste Management Board meeting last week.

After listening to discussion from the county meeting, City Attorney Rex Ewald said he now suggests the proposal be revised in three ways: separate the physical Green County transfer station, specified in the agreement, from the creation of the commission; let the newly formed commission set contingency fees and the equity balances; and present a numerical calculation to better define the weighted vote use and its effect. The weighted vote would give individual representatives on the commission varying amounts of voting power, based on population, to be used on rare occasions and only when called for by a member of the commission.

The city will attempt to present the new changes to the county before the Solid Waste Management Board meets next month.

The Board of Public Works voted 3-1 on extending the agreement and 3-1 on the new changes to the proposed commission. Tyler Schultz voted against both motions.
