Black Hawk teacher charged, put on leave

MADISON - A Black Hawk school teacher was put on leave today while he faces two felony counts for allegedly having sex with a high school student while he was a teacher at Shullsburg High School.

The Wisconsin Department of Justice has filed two counts in Lafayette County Circuit Court against Todd Strang, 36, Shullsburg for having sex with a student over the age of 16 while he was a teacher at Shullsburg High School. The DOJ did not name the school in a news release Monday.

The charges carry a maximum penalty of 10 years in prison and $10,000 in fines for each count. Strang made his initial appearance on Monday. He was released on a $10,000 signature bond.

The charges are the result of an investigation by the DOJ's Division of Criminal Investigation (DCI).

Strang is a physics and chemistry teacher at Black Hawk High School. He also was the baseball coach for five of the past six years.

Black Hawk District Administrator Charles McNulty said, effective today, Strang has been placed on open-ended administrative paid leave.

"Pending the law enforcement investigation and what happens in the judicial system, he's on leave," McNulty said.

Prior to today, McNulty said, Strang was on parental leave for the birth of a child.

Should Strang still be on leave in the spring, his baseball coaching duties will be assigned to someone else.

The criminal complaint alleges that Strang, while a teacher at Shullsburg High School in 2000 and 2001, engaged in sexual intercourse at his residence with a student from the school. The incidents occurred while the student was a junior and senior at the high school.

Strang began working at Black Hawk in 2003. Before that, he worked at Shullsburg High School.

Under terms of his release, Strang may not have unsupervised contact with children or participate in volunteer activities that place him in direct contact with children under 18.

He also is not allowed to visit or be employed at any school.

The matter is set for a scheduling conference on Dec. 16.
