By Scott Bauer Associated Press MADISON - The Wisconsin Supreme Court plans to issue a landmark ruling Thursday on the constitutionality of Gov. Scott Walker's law that effectively ended collective bargaining for most public workers. The court said Tuesday it would also release decisions later in the week on cases challenging the requirement of voters to show photo identification at the polls and the state's domestic partner registry.
