About 20 at hearing on releases

MONROE - About 20 people attended a sex offender community notification meeting Thursday to learn more about two men who will be released to Monroe in less than a week.

Gary J. Dunlavey and Jeffrey H. Bahn will be moving to Monroe on or about Jan. 9. Both are registered with the Wisconsin Sex Offender Registry Web site.

Bahn, 50, falsely imprisoned and sexually assaulted a female acquaintance in a residence in 1995, by force and threat of a weapon.

Bahn is 6 feet, 1 inch tall and weighs about 220 pounds. He has brown hair and blue eyes.

Bahn was convicted in January 1996 and served consecutive sentences of five and seven years in prison.

Dunlavey abducted and sexually assaulted a female acquaintance from a local business in 1988 by use of a weapon.

Dunlavey is 6 feet tall and weighs about 200 pounds. He has brown hair and blue eyes.

He was convicted in July 1989 and was supposed to serve consecutive sentences of 14 and 18 years in prison. The 14-year sentence was stayed, but reinstated when Dunlavey violated parole.

Mike Monroe, field supervisor for the Wisconsin Department of Corrections (DOC) said Dunlavey committed no new crimes after his releases from prison.

The public meeting gave the Monroe Police Department and the Wisconsin Department of Corrections an opportunity to inform the public about Dunlavey and Bahn and to let people know what limitations have been placed on the two men.

Monroe said Bahn and Dunlavey will be allowed to move 50 feet from the electronic system, which is placed on their phones, when they are home. When they find jobs, Monroe said the DOC will determine when they are allowed to be at work and when they are required to be home.

Monroe said there are advantages to having Bahn and Dunlavey on electronic monitoring because the police and the state have more control over their actions.

Monroe Police Chief Fred Kelley said the police will provide extra patrol in the areas where the two men live, Bahn at 1011 27th St. and Dunlavey at 1317 17th St. Kelley said the police will occasionally make contact with the men to let them know the police are aware the two men are under supervision.

Kelley also told the audience that the police and Green County Sheriff's departments will have pictures of the two men and if the monitor alarm goes off, which means the men aren't where they're supposed to be, the police will respond.

"If the monitor goes off, we will be there within three minutes," Kelley said. The police will also set up a perimeter around the area where the two are supposed to be, he added.

Tina Gensler, also from the DOC, said people need to be aware that there are 55 registered sex offenders in Green County and 29 in Monroe.

Sex offenders come from all types of backgrounds and are impossible to spot, she said.

"The oldest person registered is 103 and the youngest is 12-years-old," Gensler said.
