The reconstruction of the 8th and 9th Street corridor is scheduled to begin in March of 2011. The corridor runs along 8th Street from Wisconsin 69 to 11th Avenue, and along 9th Street from 11th Avenue to 20th Avenue. The improvements to be included will be the replacement of water and sanitary sewer infrastructure, the construction of new storm sewer, new concrete curb and gutter, new concrete sidewalks, new asphaltic pavement, installation of decorative street lighting, new traffic signals, bridge replacement, and landscaping.
The underground contractor, Dane County Contracting of Dane, will begin work on March 14. Dane County Contracting will be responsible for the installation of the new water system and sanitary sewer system. They will start work on 8th Street at 8th Avenue and will work towards 20th Avenue, sometimes with two crews in order to keep ahead of the road contractor. This portion of work is scheduled to be completed by mid-June of 2011.
The general contractor for the road contractor, Rock Road Companies of Janesville, will begin their work in April. Rock Road will be responsible for the installation of the storm sewer, road base, curb and gutter, sidewalk, traffic lighting, traffic signals, and bridge construction. They will start work on 8th Street at the location of the railroad bridge. The old railroad bridge will be removed and replaced with a metal truss style of pedestrian bridge to keep the trail users away from conflict with vehicular traffic. A three-lane configuration will be used throughout the length of the project in order to meet current traffic needs and the needs into the future. This will be comprised of a single traffic lane both westbound and eastbound with a single two-way left turn lane in the middle. The project is scheduled to be completed in November of 2011.
The corridor will be closed to traffic throughout the project timeframe for the safety of the workers and the residents. Cross street traffic will be kept drivable as much as possible especially in the early morning and evening hours.
The designated detour route will be 11th Street - one way east between Wisconsin 69 and 13th Avenue for eastbound traffic, and 10th Street - one-way west between 13th Avenue and Wisconsin 69 for westbound traffic, two-way traffic on 13th Avenue from 12th Street to 10th Street, and two-way traffic on 12th Street from 13th Avenue to 20th Avenue. Parking will be restricted to no-parking on the north side of 10th Street from 13th Avenue to Wisconsin 69 and to no-parking on the south side of 11th Street from Wisconsin 69 to 13th Avenue.
Additional parking restrictions will be implemented at the intersections of the main detour route in order to facilitate turning movements of delivery trucks. Additional stop signs will also be installed at some locations along the detour route. These changes to the traffic flow on these streets will last for the duration of the 8th and 9th Street project.
