8th/9th Street project bids OKd

MONROE - The City of Monroe Common Council accepted the bids for the 8th and 9th Street sanitary sewer and water improvement project Tuesday and awarded the contract to Dane County Contracting, LLC, Dane, Wis., for $851,000. The resolution passed on a 6-2 vote, with Charles Schuringa and Thurston Hanson against.

Schuringa asked that the city review its practices and policies of handling the contract bidding process, as Maddrell Excavating LLC, Monroe, sought release from its bid, citing a $15,000 error in its submission. Maddrell had submitted the lowest bid of $635,000. Michael Boyce questioned the city's option of having the project re-bid.

A staffer from Fehr-Graham and Associates, the engineering firm which developed the project plans, explained that a 24-hour withdrawal request clause in a bidding process is standard practice, and that the other eight bids were in line with each other and at or below the engineers' expectations.

The Council authorized hiring Fehr-Graham & Associates, Monroe, for construction observation and producing "as built" plans for 8th and 9th Street water and sewer project. The council vote was 5 to 3, with Schuringa, Hanson and Dan Henke voting against.

The council also passed a Fair Housing Resolution, a requirement for its Community Development Block Grant application for the sewer and water improvement project.
