Monroe Police MONROE - Philip D. Hoffman Jr., 29, Monroe, was arrested at 4:12 p.m. Friday for disorderly conduct and two counts of resisting an officer in the 1000 block of 16th Avenue. Hoffman was jailed pending court. Raul Alanis Escobedo, 37, Monroe, was cited for disorderly conduct and driving without a valid driver's license during the same incident.
