Monroe Police MONROE - Joy L. King, 44, Monroe, was arrested in the 500 block of West 21st Street at 5:49 p.m. Thursday, July 5, on a warrant issued Tuesday by the Green County Circuit Court on charges that she sold prescription narcotics and violated bond conditions. Her preliminary hearing is scheduled for July 23.• Douglas E. Butler, Jr., 42, Monroe, was cited for setting off fireworks in the 2500 block of 17th Avenue at 11:22 p.m. Wednesday, July 4, after police responded to a neighbor's complaint. Butler was initially warned, but when he continued shooting off fireworks, police issued the citation and confiscated his Roman candles and bottle rockets.• Mary J. Putman, 62, Monroe, was cited for failure to stop at a stop sign at 10:45 a.m. Thursday, July 5, following a two-vehicle collision in the intersection of 8th Street and 16th Avenue.
