MONROE - In a meeting Tuesday, Nov. 16, the City of Monroe Finance and Taxation Committee:

Denied an increase in a facade grant payment requested for property at 1106 16th Avenue. According to the property owner, David Riese, additional construction work needed to accomplish the approved Certificate of Appropriateness raised the facade costs by about $6,000 above the expected $3,550 cost.

The Historic Preservation Committee, which manages the Facade Grant Program, sent the request to the Finance and Taxation Committee for consideration because the city suspended the grant program in August, due to the underperformance of Tax Increment District No. 7 this year. TIF7 funds the facade grant program, which pays up to 50 percent of facade improvements in the downtown area.

MONROE - In a meeting Tuesday, Nov. 16, the City of Monroe Judiciary and Ordinance Review Committee:

Recommend to the council an amendment to a city code that will allow the Plan Commission to consider permitted and conditional uses in the M-1 Light Industrial Districts.

The amendment would allow for the manufacturing, processing and packaging of meat and meat products, fish and fish products, sauerkraut and cabbage and the vining of peas, as well as their components and their byproducts. The city code current disallows these products and activities. The majority of M-1 districts are located on the south and west sides of the city.

MONROE - In a meeting Tuesday, Nov. 16, the City of Monroe Common Council:

Heard from Cathy Maurer, city treasurer, on the budget process used for the first time by the council. With full council participation, Maurer said each alderman had a chance to voice an opinion, and with the use of a projected, computerized format, council members were able to see how each change would affect the budget as they proceeded.

Set a public hearing for Dec. 7 for amending a city ordinance on permitted and conditional uses in light industrial zoned districts.

Rescinded previous resolutions for vacating and discontinuing a portion of 5th Street, once expected to be affected by the Monroe Clinic expansion. Because the conditions for closure never materialized, Rex Ewald, city attorney, recommend the council rescind the resolutions.

Approved $201,450 to pay city bills.

Received training and explanations on closed meetings and the release of information from closed meetings from Ewald.
