Council has city supervisors in limbo

MONROE - The future of Monroe utilities supervisor positions was left unsettled Monday. The Salary and Personnel Committee postponed any action on combining utility supervisor positions until Wednesday, but approved the reassignments of the public works director's duties.

Kelly Finkenbinder, the public works director, is scheduled to retire on Feb. 2, after 30 years with the city. The city has no plans at this time to refill the position.

Phil Rath, city administrator, told committee members that he; Tom Boll, Street Department supervisor; and Al Gerber, city engineering supervisor, would be picking up most of Finkenbinder's current duties. Committee members approved the new assignments and voted unanimously to allow Rath to reassign the duties as needed.

Following a closed session, part of which was to evaluate the performance of Water Utility supervisor Mike Kennison, who did not attend the meeting, the committee voted 2 to 1 to postpone action on combining utility supervisor positions and to take no action until after Kennison was notified.

Michael Boyce voted against the motion. The committee agenda noted the possible combining of positions was based on economic concerns. Common Council passed a resolution Dec. 15, 2009, approving the 2010 salaries and wages for department heads and non-union personnel.

The Water Department Supervisor position salary was approved for $55,700. The Director of Public Works salary was approved at $60,400. George Thompson, Wastewater Utility supervisor, was hired May 19, 2010, at a salary of $67,000.
