MONROE - Nicholas C. Meinke, 27, Monroe, was arrested for second-offense possession of marijuana and possession of drug paraphernalia after an officer saw him smoking marijuana in his vehicle at about 1 p.m. Friday in a parking lot in the 800 block of 16th Avenue. He was jailed pending court.
