Felonies

• George D. Mosley, 27, Monroe, entered a not guilty plea on Wednesday to charges of domestic abuse related disorderly conduct, strangulation, false imprisonment, battery and intimidating a victim. The charges stem from an incident that occurred on June 8. Court records indicate Mosley yelled and screamed at his girlfriend and then slapped her in the face and put her in a chokehold several times. The victim alleged she almost became unconscious once due to the chokehold. The victim had scratch marks on her head and neck as well as black and blue eyes and bruises.

On Tuesday:

• Mark A. Flood, 48, Oregon, will be on probation for 18 months for a charge of battery, he also had one count of disorderly conduct and one count of felony bail jumping dismissed. If Flood complies with all conditions of the deferred prosecution agreement, the battery charge could be expunged. The charges stem from an incident that occurred on March 27. Court records indicate he got into an argument with his wife and shoved her. The victim called police after Flood left and found him at his parents' home.

• Mark A. Flood, 48, Oregon, will be on probation for 18 months concurrent to his other charge as a part of a deferred prosecution agreement for one count of resisting an officer. The charge stems from an incident that occurred on Jan. 1. Court records indicate Flood kicked an officer in his lower back while Flood was lying in a squad car. He was subsequently tazed by the officer for continuing to resist arrest. Law enforcement was called in due to Flood making harassing calls to women he knows. If he complies with all conditions of the deferred prosecution agreement the charge could be expunged. He owes the court $186.



Misdemeanors

On Wednesday:

• Kenneth M. Johnson, 24, Monroe, was released on a $2,000 signature bond with additional conditions that he not drink or do drugs or have violent or abusive contact with the alleged victims in the case. Johnson is charged with one count of disorderly conduct, one count of criminal damage to property and one count of misdemeanor bail jumping. The charges stem from an incident that occurred on July 17. If convicted for the maximum penalty Johnson could face up to 21 months in jail or $21,000 in fines or both. He has a pre-trial conference set for Sept. 16.

• Payton W. Collins, 26, Monroe, was found guilty due to a no contest plea of resisting an officer. He also had one count of disorderly conduct and one count of resisting an officer dismissed. Collins owes a forfeiture fine of $281. The charges stem from an incident that occurred on March 8. Court records indicate Collins had to be forcibly removed from a bar in the 1300 block of 17th Street several times and resisted police by holding onto a metal support pole. After repeated attempts to remove him from the pole, the responding officer wrote in his report that Collins cocked back his right arm as if to punch one of the officers. He was eventually pulled from the pole and sequestered to the squad car where he kicked at the door.

• Elvia Ilse Edler, 28, Monroe, had one count of disorderly conduct and one count of battery dismissed on a prosecutor's motion on Tuesday. The charges stem from an incident that occurred on March 22. Edler faces no fines or penalties as the charges were dismissed.
