Kenneth E. Reed Jr., 35, Chicago, was granted a deferred prosecution agreement Thursday after he pleaded no contest to two counts of failing to pay child support. As part of the agreement, two additional counts of the same offense were dismissed. The two charges he pleaded no contest to will be dismissed after three years if Reed follows all conditions of the agreement. According to police files, he is ordered to pay $94.50 per week in one case and $55.86 per week in another. Court records indicate he owes $93,033.55 and $39,475.84 in the respective cases. Those totals include child support arrears, plus interest. He also must attend quarterly monitoring conferences and commit no new crimes.
Justin D. Halvorson, 26, Brodhead, was charged Monday with possessing narcotic drugs, a felony, and possessing an illegally obtained prescription after he asked to talk to police Friday and they found a prescription painkiller pill in his pocket. According to court documents, he called police because he felt he was in danger. He allegedly told investigators several large trucks were circling his residence in the 1200 block of 5th Avenue and people were plotting to kill him. Police noted in their report that Halvorson was talking extremely fast and had trouble standing still. Officers reportedly asked him whether he had taken any controlled substances. He said he hadn't, police documents indicate, and consented to a search of his person. Court files show police found a small white pill, which they later determined to be Hydrocodone, a Schedule II narcotic. Halvorson was transported to Monroe Clinic for a medical clearance, and then taken to jail. Court records indicate he signed a $1,000 signature bond Tuesday that orders him not to possess or consume nonprescription controlled substances. He has a preliminary hearing July 31.

Chad C. Green, 30, Monroe, pleaded no contest to disorderly conduct Friday and faces a fine, part of a plea agreement he and his attorney reached with prosecutors. Under the agreement, a misdemeanor count of criminal damage to property was dismissed and a misdemeanor count of domestic-abuse-related disorderly conduct was reduced to disorderly conduct, a forfeiture. The charge Green pleaded no contest to stemmed from an April 6 incident in the 2200 block of 1st Street in Monroe in which Green was arrested for grabbing a woman he knows by the arms, pushing her and breaking her phone by throwing it across the room. Investigators noted in their report that they observed bruising and redness on her arms. Police documents show Green has paid the court costs and restitution he owed in the case.
Tyler J. Swedlund, 17, Monroe, was charged Monday with domestic-abuse-related disorderly conduct and sending a threatening electronic message Monday for allegedly punching a man he knows in the shoulder Saturday at a residence in the W8500 block of Schlappi Road in Browntown and sending a woman he knows profane and intimidating text messages. According to court documents, Swedlund was upset over a letter sent to the residence regarding his academic progress and yelled and swore at the man. Swedlund reportedly admitted to officers there was a physical altercation between the two. He was arrested and taken to jail. Police records indicate he signed a $1,500 signature bond Tuesday that orders him not to have violent or abusive contact with the victims or reside at the residence. He has a pre-trial conference August 25.
