James Leroy Cowell, 29, Monroe, was sentenced to nine months in jail Thursday after pleading no contest to a charge of delivering cocaine and a charge of felony bail jumping. The charges stem from a series of four incidents during which Cowell sold a total of 20 grams of supposed cocaine to an undercover officer between Dec. 2 and Dec. 31, 2014. Two of these sales yielded substances that tested negative for the presence of cocaine. Charges relating to these sales were dismissed but read into Cowell's record. Police searched Cowell's home Jan. 5, 2015 and found drug paraphernalia and supplies for measuring and distributing cocaine. Cowell's actions also violated his probation from a previous conviction on a Feb. 2014 charge of possession of cocaine.

Phillip William Decker, 25, Janesville, entered into a nine-month deferred prosecution agreement Thursday on charges of possession of marijuana and drug paraphernalia. The charges stem from an incident May 9, 2015 after police stopped Decker's vehicle on 30th Street in Monroe to check its window tint. When Decker stopped, the officer detected the scent of marijuana, and a subsequent search of the vehicle found rolling paper, a bottle containing marijuana and a bottle of synthetic urine. Decker was also fined $486.
