Felonies

• Darwin Dale Williams, 59, Monroe, was charged Dec. 11 with a Class I felony count of stalking, eight counts of misdemeanor bail jumping and two misdemeanor counts of knowingly violating a domestic abuse order, stemming from incidents between Sept. 7 and Nov. 14. Court records indicate Williams showed up on multiple occasions at a Monroe residence and tried to make contact with a woman living there, while under court orders not to be near the residence or have contact with the woman. In a victim-impact statement from a related case involving Williams, the woman wrote, "I feel scared most times when home and going shopping. ... I feel like a prisoner in my home." Williams signed a $2,000 signature bond and has a preliminary hearing Feb. 1.

• Justin Lee Johnson, 32, Darlington, was charged Dec. 18 with two Class I felony counts and one Class A misdemeanor count of failure to pay child support. Court records indicate he was ordered to pay $88.40/week in child support in 2005 but failed to pay during periods in 2014, 2016 and 2017. He owes $3,510.73 in arrearages. He signed a $2,500 signature bond and has a preliminary hearing Feb. 1.

• Carl Alan Offerdahl, 37, Joliet, Illinois, was charged Dec. 18 with eight Class I felony counts of failure to pay child support. Court records indicate he was ordered to pay $35/week in child support starting in 2002 but failed to pay between 2010 and 2016. He owes $19,390.25 in arrearages. A warrant is issued for his arrest.

• James Leroy Degraff, 27, Freeport, was charged Dec. 28 with two Class I felony counts of failure to pay child support. Court records indicate he was ordered to pay $90/week in child support but failed to pay between April 1 and Nov. 30, 2017. He owes $3,109.11 in arrearages. A warrant is issued for his arrest.

• John Lee McIntosh, 38, Bessemer City, North Carolina, was charged Jan. 3 with one Class I felony count of failure to pay child support. Court records indicate he was ordered to pay $31.57/week in child support starting in 2010 but failed to pay between July 4 and Nov. 30, 2017. He owes $748.70 in arrearages. A warrant is issued for his arrest.



Misdemeanors

• Lessi Evonne Strahm Stewart, 18, New Glarus, entered a 12-month deferred prosecution agreement Dec. 20 on a Class A misdemeanor charge of battery, with conditions that she continue anger management counseling and attend quarterly monitoring conferences. A charge of disorderly conduct was dismissed. Court records indicate she threw hot candle wax on a 15-year-old girl and sprayed Windex in her face during an argument June 12 at a residence in the Town of York.

• Joy Lynn King, 50, Freeport, pleaded no contest Dec. 20 to misdemeanor charges of disorderly conduct and battery and was sentenced to 18 months on probation. Court records indicate she hit a woman, causing a broken nose, during a Feb. 3, 2017 argument over money outside the Trailside Inn, 101 E. Old Highway Rd., Browntown.

• Laci Rose Frauchiger, 27, Monroe, pleaded no contest Jan. 8 to a charge of possessing drug paraphernalia, downgraded from a misdemeanor to a forfeiture, and was fined $330.50. The case stems from an incident July 18 in the 2100 block of 1st Street in Monroe, according to police reports.

• Frederick A. Ballard, 65, Monticello, pleaded no contest Jan. 8 to a charge of disorderly conduct, downgraded from a misdemeanor to a forfeiture, and was fined $330.50. The case stems from a domestic incident Sept. 4 at his home in the 400 block of East Coates Avenue. Court records indicate Ballard called police to report a woman hit him in the head with a hammer, but an investigation revealed he had been the one swinging a hammer and threatening to smash her cellphone and possibly hit himself in the process. She was uninjured. A breathalyzer test showed Ballard had a blood-alcohol concentration of 0.3 percent, nearly four times the legal limit for driving in Wisconsin.

• Cody Alan Kirschbaum, 29, Brodhead, was charged Dec. 14 with three Class B misdemeanor counts of disorderly conduct, stemming from a dispute at a residence in Brodhead the previous day. Court records indicate he armed himself with a butcher-style knife and was swinging it around. He stood mute on the charges and has a pre-trial conference Feb. 6.

• Mindy Lou Bocklund, 46, Monticello, was charged Dec. 14 with a Class B misdemeanor count of disorderly conduct, stemming from a dispute with a former roommate Oct. 19 in Monticello. Her initial appearance is Feb. 19.

• Dustin M. Valentine, 36, Orfordville, and Ty N. Thayer, 26, Janesville, were charged Dec. 20 with a Class A misdemeanor count each of retail theft. Valentine was also charged with felony bail jumping and Thayer with misdemeanor bail jumping. Court records indicate they conspired on Nov. 24 to steal two Roku 4 players with a total value of $279.99 from Shopko, 405 W. 8th St., Monroe. Warrants are issued for their arrests.

• Diane Lynn Garrison, 48, and Tommy R. Goebel, 49, both of Monroe, were charged Dec. 14 with one Class B misdemeanor count each of disorderly conduct, stemming from a drunken dispute Nov. 11 at their apartment. They've both signed $500 signature bonds, with conditions that they not drink or go into bars or liquor stores. They have pre-trial conferences Feb. 6.

• Andrew J. Turpin, 21, Darlington, was charged Dec. 21 with two Class A misdemeanor counts of writing worthless checks. Court records indicate he wrote checks for $80 and $90 at the FFA Toy Tractor Show at Monroe High School on March 12. Turpin signed a surety bond of $1,000 and stood mute on the charges Dec. 21. He has a pre-trial conference Feb. 20.

• Justin Lance Bormann, 30, Fairfield, Iowa, was charged Dec. 21 with a Class B misdemeanor count of disorderly conduct, stemming from a Nov. 11 domestic dispute with a woman outside Walmart in Monroe. He threatened to hit her with a crowbar and "put her in the truck" and to cut her throat according to a police report filed with the criminal complaint. The woman told police she was "extremely fearful for my life, and for my daughter, as well." Bormann's initial appearance is Jan. 29.
