Mitchell D. Keegan, 25, Monticello, was granted a deferred prosecution agreement July 29 after he pleaded no contest to a felony narcotics charge and a misdemeanor charge of possessing drug paraphernalia. If he follows all conditions of the agreement, the felony will be dismissed after two years and his sentence for the paraphernalia conviction will be a $100 fine plus costs. He is ordered not to drink or consume nonprescription controlled substances, continue alcohol and drug treatment, commit no new crimes and undergo testing the court deems appropriate. The charges stemmed from a Jan. 20 incident in which police found 0.6 grams of suspected heroin, a hypodermic needle and a charred spoon at Keegan's residence in the W6000 block of Ron Hill Lane.
Timothy S. Walls, 35, Monroe, had a warrant issued for his arrest July 29 for allegedly failing to comply with the requirements of the Wisconsin Sex Offender Registry Program. Court records indicate he was convicted of child enticement in 2002 in a Milwaukee County case and signed documents indicating he understood the rules of the registry and would comply with them for 15 years. Registrants are required to notify the Wisconsin Department of Corrections within 10 days of creating any online profile. He allegedly has been using a Facebook account under the name "Ponyboy Walls" since June 19, 2012, seven days after he was released from prison and placed in temporary DOC offender housing in Monroe.

Seancody L. Anderson, 20, Monroe, was charged Thursday with two counts of disorderly conduct, one domestic-abuse-related, and one count each of criminal damage to property and obstruction following a July 28 incident in which he allegedly tried to prevent a woman he knows from leaving his residence in the W8500 block of County Y, damaged her car and provided false information to investigators. According to the criminal complaint, the woman told him she was leaving and refused to give him a ride to downtown Monroe. He reportedly reacted by ripping off her rearview mirror and pouring a bottle of nail polish remover onto a floor mat, climbing onto the hood of the car and jumping up and down, and bending her windshield wipers. After the woman finally managed to leave, Anderson went back inside the residence, yelled at a man he lives with and tried to wrestle him. The obstruction charge stems from Anderson's allegedly telling officers the woman hit and scratched him, when all witnesses police interviewed said there was no physical contact between the two. Court records indicate Anderson signed a $1,000 signature bond Friday that orders him to have no contact with the woman, his Monroe residence or a residence in the W2900 block of Washington Street in Juda. He has a pre-trial conference Sept. 15.
Albert L. Crockett, 18, Freeport, Ill., was charged Friday with retail theft and obstruction for allegedly stealing two iPhone cases from Monroe's Shopko, 405 W. 8th St., Thursday and giving police false information when they tried to identify him. An employee at the store called police saying he apprehended a man whom the employee saw remove a phone case from its plastic packaging, tuck the case away in his pants and walk past registers without paying, court documents show. After handing over one case, the alleged shoplifter told police his name was "Tony Chambers," he was 17 years old and lived in Freeport, Fla. After he reportedly couldn't provide a ZIP code for Freeport, Fla., police arrested and searched him, finding a second case in his pants and a card identifying him as Albert Crockett. He was taken to jail. Court records indicate he signed a $10,000 signature bond Friday that orders him to have no contact with the Monroe Shopko and to only leave Wisconsin to return home to Stephenson County, Ill.

Samantha Ralston, 22, Baldwin, Iowa, was charged July 15 with interfering with a prior child custody order and interfering with a parent seeking custody of a child for allegedly taking her six-month-old son with her to Mexico May 1 with the intent of depriving the child's father of custody. According to police reports, the father learned Ralston absconded with his son, another man and multiple children, and contacted police. Court records indicate Ralston failed to comply with a judge's order to compete a paternity test for her son. She and the other man reportedly tried to hire someone to kill the boy's father for $5,000, and the other man said he was going to stab the father. The father told investigators he understands that Ralston left him for the other man, but he still wants to be a part of his child's life.

Julius R. Schaeffer, 27, Darlington, was charged July 27 with possessing cocaine. According to the criminal complaint, police overheard an argument between Schaeffer and a woman in front of his residence in the 800 block of Keep Street. When police questioned him about his involvement in the altercation, he reportedly told them he had drugs in his waistband and handed an officer a plastic bag with 0.9 grams of suspected crack cocaine. He told police the drugs were laying on the ground on a nearby street, according to the complaint. Court records indicate he is free on bail after signing a $1,000 signature bond July 27. He has a pre-trial conference Aug. 18.
