MONROE - In a meeting Tuesday, the City of Monroe Board of Public Works:
Approved bills and recommend the council pay $3,428 for work on the stormwater quality master plan and $790.50 for water quality pond design to MSA Professional Services; $2,406.81 for 8th, 9th streets project revisions to SEH; $5,971.15 for July recycling to Green Valley Disposal; and $9,504 for tree removal and trimming to Whitney Tree Service.
Authorized hiring Bartelt Enterprises, Madison, to seal and crack fill asphalt pathways in parks at a cost of $6,380.60.
Authorize Parks Department to put lights on the trees in the downtown area for Cheese Days and the winter holiday season.
Approved an Eagle Scout project to replace, repair and paint shutters at the Water Department. The city will pay for the paint and necessary materials.
Learned the state bid for road salt is $65.80 per ton. The city expects to purchase 1,500 tons. The city paid $67.03 per ton last year.
Authorized hiring J.R.'s Excavating, Hartford, for 2010 stream bank restoration work at a cost of $3,525. A grant through Green County Conservation will provide 70 percent of the cost, up to $1,960. The project was budgeted in the stormwater utility account.
MONROE - In a meeting Tuesday, the City of Monroe Public Safety Committee:
Discussed a request from Randy and Teresa Goebli to extend an all terrain vehicle route from 30th Street and 7th Avenue to the Gasthaus Motel at 685 30th Street. The committee determined the Gobelis would need to get permission for the extension from all residents or property owners along the route addition.
Received an update on a study of adding parking spaces in the downtown area from Police Chief Fred Kelley. Kelley verified that state law allows no variations on parking distances from crosswalks (15 feet) and from fire hydrants (10 feet). Kelley contacted City Attorney Rex Ewald also for a legal opinion on the laws. Al Gerber, city engineer supervisor, is looking at other options for increasing the number of parking spaces.

Discussed Tax Increment Districts' (TID) statements of Indebtedness and projected revenues. Mike Boyce, committee chairman, noted that three of the city's five TIDs will end their life with a negative fund balance at the present equalized property values. The TIDs were created with a financial projection of a 2 percent growth rate. Cathy Maurer, city treasurer, said the present decreases in TID funds are in reaction to a "worst case scenario" of the economic downturn last year and the state changing the way it calculates equalized values. The committee took no action.
Discussed proposals received for technology and computer systems services and accepted two offers from outside-Monroe to review the proposals at no cost to the city.
