CALL TO ORDER FOR THIS MEETING The Common Council meeting was called to order on Monday, July 17th, 2023 at 5:00 PM. A. Monroe Chamber of Commerce Update Melissa Even, Chamber of Commerce & Industry Executive Director introduced herself to the Council and provided a summary of the goals, activities and services of the Chamber of Commerce. 2. Discussion on Goals and Objectives for the City Administrator Administrator Rindy summarized the top priorities identified in the survey sent to Alders includes strategic plan review, comprehensive plan review, and economic development. There is discussion that Tourism was identified and should be further clarified before action is taken. If the Council is in agreement of the priorities identified in the survey, Administrator Rindy will prepare and present her detailed goals and objectives that relate to the priorities within 60 days. If the Council would like to further discuss and clarify their priorities, they do have 30 more days. Motion made by Mary Grenzow and seconded by Heidi Treuthardt to authorize the goals and objectives based on the effectiveness survey and the priorities identified within for Administrator Rindy. Administrator Rindy summarizes there are some changes to the Minhas event that will involve staff review, but should not impact the approval. STATE OF WISCONSIN DEPARTMENT OF NATURAL RESOURCES PUBLIC NOTICE OF INTENT TO REISSUE A WISCONSIN POLLUTANT DISCHARGE ELIMINATION SYSTEM (WPDES) PERMIT No.WI-0059170-04-0

Permittee: Bytec Resource Management Inc Monroe, 1037 8th Ave W, Monroe, WI, 53566 Facility Where Discharge Occurs: Bytec Resource Management Inc Monroe, 1037 8th Ave West, Monroe, WI 53566 Receiving Water And Location: Groundwaters of the state located primarily in the counties of Dane, Dodge, Grant, Green, Iowa, Jefferson, Lafayette, Richland, Rock, Sauk, and Vernon. Brief Facility Description and Summary of Proposed Changes: Bytec Resource Management, Inc. (hereafter Bytec) is a contract waste hauler that provides short-term storage and landspreading of industrial wastes (Ch. NR 214, Wis. Adm. Code) from numerous confidential clients. Bytec does not manage septage waste (ch. NR 113, Wis. Adm. Code) under this WPDES permit. Bytec typically operates under two scenarios: • Wastes are received from off-site industrial generators, stored in Bytec’s tanks, and before being landspread, the tanks are mixed, the wastes are sampled, then landspread on department approved sites. No sewage sludge or septage is stored in the tanks. • Wastes are received from off-site generators and hauled directly to department-approved fields for landspreading without storage. Wastes are sampled at monthly or quarterly intervals. Bytec has 1,607 department-approved fields (~46,000 acres) for landspreading of industrial liquid waste and industrial sludge. Bytec’s approved fields are located primarily in Dane, Dodge, Grant, Green, Iowa, Jefferson, Lafayette, Richland, Rock, Sauk, and Vernon counties. Each field must comply with ss. NR 214.17(2), or NR 214.18(2), Wis. Adm. Code requirements for site location criteria. Bytec has a confidentiality agreement with the department for its industrial clients. Bytec assigns a confidential number to each industrial client and the department assigns the client a sample point number for tracking the waste in the permit. The department-assigned sample point is displayed in the WPDES permit along with the confidential client number and a brief description of the waste. The department maintains a confidential list linking all client numbers to the waste generator. Bytec may receive approval of additional clients throughout the term of the permit by providing the required information shown in the “New Waste Stream Requirements” section of the WPDES permit. Upon approval, Bytec updates its land management plan to reflect the addition of the new client. Due to the number of influent sample points that are added or deleted during a 5-year permit term, the department does not formally modify and re-notice the permit for new or removed influent sample points. All comments or suggestions received no later than 30 days after the publication date of this public notice will be considered along with other information on file in making a final decision regarding the permit. Anyone providing comments in response to this public notice will receive a notification of the Department’s final decision when the permit is issued. Where designated as a reviewable surface water discharge permit, the U.S. Environmental Protection Agency is allowed up to 90 days to submit comments or objections regarding this permit determination. If no comments are received on the proposed permit from anyone, including U.S. EPA, the permit will be issued as proposed. The Department may schedule a public informational hearing if requested by any person and shall schedule a public informational hearing if a petition requesting a hearing is received from 5 or more persons or if response to this notice indicates significant public interest pursuant to s. 283.49, Stats. Requests for a public informational hearing shall state the following: the name and address of the person(s) requesting the hearing; the interest in the proposed permit of the person(s) requesting the hearing; the reasons for the request; and the issues proposed to be considered at the hearing.
