CALL TO ORDER FOR THIS MEETING The Common Council meeting was called to order by Mayor Douglas on Monday, July 18, 2022 at 6:30 PM. A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Joshua Binger, Richard Thoman, Andrew Kranig, Mary Jane Grenzow, Lynne Hardy, Heidi Treuthardt, and Tom Miller. Absent were Alders Brooke Bauman and Chris Schindler. B. CORRECTION OF MINUTES 1. July 5, 2022 Common Council Regular Meeting Minutes The July 5, 2022 Common Council meeting minutes were accepted as posted. 2. BUSINESS BY MAYOR Mayor Douglas shares a reminder of the scheduled City of Monroe Parks Tour on Wednesday, July 20, 2022. Clerk Rindy confirms the tour portion of the meeting will begin at 5:15 PM. Mayor Douglas also shares she completes a weekly interview with WEKZ on Sunday mornings. Mayor Douglas extends congratulations to Alder Kranig, as he is now a father to a new baby boy. Lastly Mayor Douglas thanks the Department Heads for the facility tours that have already occurred. E. APPEARANCES BY THE PUBLIC Sarah Olmstead - 903 30th Avenue - requests to add an allowance to raise animals similar to the current code for chicken permits. She reviews the City Code as she interprets it to allow rabbits. The Olmsteads are raising rabbits and recently received neighbor complaints that resulted in a police report. She summarized the operation of the rabbits at their home. She followed up with a neighborhood survey regarding their raising of the rabbits, with the results showing their operation did not bother the neighbors or result in a noticeable odor. She requests the City of Monroe to consider a section in the City Code to allow the raising of rabbits. Jessica Lin - Chopsticks - 1021 16th Ave - shares complaints of parking in front of her business being limited due to the recent installation of the Streatery by Baumgartner's. She states her typical customers during the lunch hour are not visiting her restaurant because they have to park further away. She has language barriers, so Kelli Klemm assisted her in explaining the complaint. F. CONSENT AGENDA 1. Claims List 2. COMMENTS/QUESTIONS ON TREASURER'S REPORT (2ND REGULAR MEETING OF EACH MONTH) 1. Treasurer's Report No discussion. H. JUDICIARY AND ORDINANCE REVIEW COMMITTEE 1. Set Public Hearing for August 1, 2022 - Ordinance Repealing and Recreating Subsection 9-2 of the Monroe City Code: Animals Control Regulations Public hearing set for August 1, 2022 regarding ordinance repealing and recreating subsection 9-2 of the Monroe City Code: Animals Control Regulations. I. PLAN COMMISSION 1. Resolution Approving Change of Zoning Petition - 2643 18th Ave Alder Binger made a motion to approve the resolution for the rezoning of the property at 2643 18th Avenue. Clerk Rindy advises there was a late email advising of the need to approve the change of zoning by ordinance. Alder Binger withdrew his motion to approve the resolution. Motion made by Joshua Binger and seconded by Tom Miller to approve the ordinance adopting rezoning for property at 2643 18th Avenue. On a roll call vote, Motion Passed. 2. Resolution Approving Change of Zoning Petition - 508 18th Avenue Discussion that this is the vacant lot next to a property recently rezoned and the intent is for the two parcels to be combined. The zoning change intent is to allow for upper residential use and addition of a garage. Motion made by Joshua Binger and seconded by Andrew Kranig to approve the ordinance adopting rezoning for property 508 18th Avenue - Lot 4. On a roll call vote, Motion Passed. 3. Resolution to Approve Utility Easement for Alliant Energy at City Property located in St. Clare Water Tower Park Discussion held regarding the purpose of the easement is for improvement for electrical facilities underground. This does include some electrical facilities that are currently overhead. Motion made by Joshua Binger and seconded by Richard Thoman to approve the utility easement for Alliant Energy on City Property located in St. Clare Water Tower Park. On a roll call vote, Motion Passed. J. PUBLIC SAFETY COMMITTEE 1. Resolution Approving Special Events - 1. Monroe Pay it Forward Charity Summer Event 2. Monroe Park and Recreation/Behring Senior Center Movie Night with Optimist Club Motion made by Andrew Kranig and seconded by Richard Thoman to approve resolution for special events - 1. Resolution Approving Removal of No Parking School Days in Areas from 1700-1800 blocks of 27th Street and 2500-2700 blocks of 18th Avenue Motion made by Andrew Kranig and seconded by Richard Thoman to approve resolution authorizing removal of "No Parking School Days" in areas from 1700-1800 blocks of 27th Street and 2500-2700 blocks of 18th Avenue. On a roll call vote, Motion Passed. K. LICENSE COMMITTEE 1. Recommend to Common Council Temporary Class "B" Fermented Malt Beverage License for Green County Agricultural Society & Mechanics Institute in Conjunction with the Green County Fair Clerk Rindy answers a concern regarding the late timing of submission and approval for this application by Green County Agricultural Society & Mechanics Institute. Motion made by Lynne Hardy and seconded by Andrew Kranig to recommend to Common Council "Temporary Class "B" fermented malt beverage license for Green County Agricultural Society & Mechanics Institute in conjunction with the Green County Fair. On a roll call vote, Motion Passed. 2. Recommend to Common Council Original Class "B" Fermented Malt Beverage License to Pizza Hut - 550 8th Ave Motion made by Lynne Hardy and seconded by Tom Miller to approve the original Class "B" fermented malt beverage license to Pizza Hut - 550 8th Avenue. On a roll call vote, Motion Passed. L. COUNCIL OF THE WHOLE 1. Resolution for Reinstatement of Qualified Retirement Plan Alder Treuthardt inquires for a summary on the purpose of the resolution. Clerk Rindy and Chief Kelley respond it is a housekeeping procedure for a 401(a) plan benefit that was already available for the police officers, however, no current officers are enrolled. In order to continue the benefit for officers to enroll if desired, the resolution needs to be approved. Motion made by Joshua Binger and seconded by Tom Miller to approve the resolution for reinstatement of qualified retirement plan. On a roll call vote, Motion Passed. M. BUSINESS PRESENTED BY ALDERPERSONS Alder Kranig comments on the drastic cut in hours by Brown Cab and the difficulties this places on residents and businesses. Clerk Rindy advises it could be further evaluated, however, as mentioned in the email sent to the Council the labor market is very difficult and Brown Cab is struggling to recruit staff to operate the cabs. The Council is encouraged to help promote the need for cab drivers. Clerk Rindy also responds that when the public transportation is bid out, it is not a highly sought after business operation and Brown Cab was the only bid received. Therefore, if the Brown Cab services or contract are discontinued there may not be any option for public transportation. Alder Thoman refers to a resident complaining about a Building Permit request with very poor turn around. Clerk Rindy advises she spoke with the resident and it does not appear his request was ever complete or received by City Staff. Alder Miller comments on the need to evaluate the parking downtown and further investigation for access to allow growth. He would like to see further discussion at Committee level. N. BUSINESS PRESENTED BY DEPARTMENT HEADS Chief Kelley comments on a recent downtown parking study done in the last 5-10 years that has previously been circulated to the Common Council. He advises the study could be utilized in the beginning discussion for evaluating downtown parking as requested by Alder Miller. O. BUSINESS PRESENTED BY THE PRESS None. P.
