City of Monroe Common Council Minutes

CALL TO ORDER FOR THIS MEETING The Common Council meeting was called to order by Mayor Douglas on Monday, June 6, 2022 at 6:30 PM. A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Joshua Binger, Brooke Bauman, Richard Thoman, Andrew Kranig, Chris Schindler, Heidi Treuthardt, Lynne Hardy and Mary Jane Grenzow. B. CORRECTION OF MINUTES 1. May 16, 2022 Minutes The May 16, 2022 Council meeting minutes were accepted as posted. C. PRESENTATIONS OF PETITIONS AND COMMUNICATION None. D. BUSINESS BY MAYOR Mayor Douglas comments on the Public Works Department tour that occurred prior to this meeting. It is the second tour of departments and it has been a great experience. E. PUBLIC COMMENT - city residents and city property/business owners must register with City Clerk prior to the meeting to be allowed to speak (5 minute max) 1. Appearances by Citizens 1. Tom Miller - 531 26th Ave - shares concerns of dogs in public areas, even when on leashes. He has a concern for public safety if dogs are not required to be leashed in high traffic public areas such as the downtown square. 2. Appearances by property/business owners within the City of Monroe or their authorize agents None. F. CONSENT AGENDA 1. Claims List Motion made by Andrew Kranig and seconded by Joshua Binger to approve the consent agenda. On a roll call vote, Motion Passed. G. JUDICIARY AND ORDINANCE REVIEW COMMITTEE 1. Set Public Hearing for June 20, 2022 - Ordinance Repealing and Recreating Subsection 9-2-8 of the Monroe City Code: Animals at Large Public hearing set for June 20, 2022. H. BUSINESS PRESENTED BY ALDERPERSONS Alder Thoman shares complaints he received by the residents regarding the Baumgartner's streatery, and the impact it has on parking. There have also been complaints regarding parking in front of city hall, and inquires if it is possible to widen the spaces. Alder Binger has also received inquiries for the streatery. He responds by educating the residents on the permit approval process, and the hope for expansion and increased economic activity in the downtown area. Alder Binger also extends a thank you for the tour of the Public Works facility and equipment. Alder Kranig echoes complaints of the streatery and the possible cascade effect that could impact parking if more streateries are developed. I. BUSINESS PRESENTED BY DEPARTMENT HEADS None. J. BUSINESS PRESENTED BY THE PRESS None. K. COUNCIL OF THE WHOLE 1. Vote for City of Monroe Alderperson to Fill Current Vacancy Clerk Rindy called roll call vote for the Alders to vote for either of the following: 1. Kevin Visel 2. Tom Miller 3. Neither Candidate Kevin Visel - Kranig, Schindler, Hardy, Thoman Tom Miller - Binger, Treuthardt, Grenzow, Bauman, Douglas Tom Miller earned the majority vote with Mayor Douglas breaking the tie to be appointed at the City of Monroe Alderperson for a term expiring in April 2023. 2. Resolution Appointing Selected Individual to City of Monroe Alderperson at Large for a term ending on April 19, 2022 Motion made by Joshua Binger and seconded by Brooke Bauman to approve the resolution appointing Tom Miller as Alderperson for a term expiring in April 2023. On a roll call vote, Motion Passed. City Clerk Rindy administered the Oath of Office for the newly selected Alderperson Tom Miller. 3. BUSINESS: CLOSED a. BUSINESS CLOSED UNDER WIS. STATS. ยง19.85(1)(f) Considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. A. CALL TO ORDER The Common Council Special meeting was called to order by Mayor Douglas on Monday, June 6, 2022 at 5:00 PM. B. ROLL CALL Present at roll call were Alders Joshua Binger, Brooke Bauman, Richard Thoman, Andrew Kranig, Chris Schindler, Heidi Treuthardt, Mary Grenzow and Lynne Hardy. C. COUNCIL O F TH E W H O LE City Staff provided tours and answered questions regarding the Parks Facility, Streets Facility and Equipment. D.
