Resolution Approving Accounts Receivable, Personal Property and Utility Write Offs Motion made by Richard Thoman and seconded by Joshua Binger to approve the accounts receivable, personal property and utility receivable write offs. On a roll call vote, Motion Passed. K. BOARD OF PUBLIC WORKS 1. Resolution Approving Change Order # 1 for 2021 Utilities Project Alder Schindler questions if the project should have been sent out for rebid. Director of Public Works Gerber answered the current project and change order remains lower than the second lowest bid. Prevailing wage rates are set by the State. The goal was for project to occur in 2021, so the bid was for 2021 construction. There were delays in completing the project as the CDBG grant was not officially awarded until September 2021. The fuel costs will be monitored, as well as the hours of the truck drivers to bill the actual cost. Director of Public Works Gerber does anticipate additional changes orders for the remainder of wage rates, material increases from the time of the bid to the time of purchase. The total project cost is still expected to remain under $2.5 Million. It is further discussed the project is necessary, and staff must remain good stewards going forward for the project. The city is saving money overall, by using the grant funds for the project that would occur either way. Motion made by Brooke Bauman and seconded by Joshua Binger to approve change order #1 for 2021 Utilities project with Maddrell Excavating. On a roll call vote, Motion Passed. 2. Resolution to Approve Purchase of New Forklift Motion made by Brooke Bauman and seconded by Andrew Kranig to approve the resolution authorizing the purchase of the new forklift resolution. On a roll call vote, Motion Passed. L. COUNCIL OF THE WHOLE 1. Report of City of Monroe 2022 Strategic Plan City Administrator Lothspeich summarizes the process that has been followed to develop the strategic plan being presented to the Common Council tonight. The Common Council is identifying priorities in goals and objectives. Dr. Kuhn with NIU is online to walk through the findings of the report and answer any questions the Council may have. Strategic priority areas were identified for the short and long term. The five strategic priorities identified through the exercises are: 1. Economic Development 2. Fiscal Health & Sustainability 3. Housing Options and Development 4. Infrastructure improvements 5. Organizational development and advancement These will build the pillars for the goals to focus on over the next 1-8 years. Short term goals are defined as 1-3 years, while long term goals are defined as 3-8 years. Some items will be ongoing. Complex versus routine goals was also summarized. Goals were ranked and prioritized. He summarized the top two goals for all categories: Short term routine: 1. Develop an economic development plan 2. Conduct a City-wide organizational development and advancement study Short term complex: 1. Complete a city wide facilities study 2. Implement an economic development strategy plan for all areas of the City Long term routine: 1. Implement long range fiscal plan 2. Identify city boundary expansion opportunities and strategies Long term complex: 1. Work to increase broad range of housing types, choices, and availability in the community 2. Develop and implement a long term capital plan City Administrator Lothspeich advises the next steps will be to define time frames for the goals and objectives. Administration will then return with a quarterly update to the Council regarding progress and necessary modifications. This will be a fluid process, as priorities and goals of the Common Council and City may change over time. Motion made by Joshua Binger and seconded by Richard Thoman to accept the City of Monroe 2022 Strategic Action Plan. On a roll call vote, Motion Passed. 2. Resolution Approving Permits for Use and Possession of Fireworks - City of Monroe Parks and Recreation Motion made by Joshua Binger and seconded by Andrew Kranig to approve the permit for use and possession of fireworks to the City of Monroe Parks and Recreation. On a roll call vote, Motion Passed. 3. Update on City-Wide Property Maintenance Code Enforcement Program City Administrator Lothspeich shares the update on the City-wide property maintenance code enforcement program. There continues to be success and progress with the program. Out of the total 537 violations, 152 have been resolved. Of all the violations, 88% have had some form of action taken to date; leaving 62 properties to notify of the identified violations. There is significant activity within the program, and residents will start to see more unresolved violations progress into citations. Properties currently in the citation process should have an upcoming court date in the near future. Only one citation has been issued to each property, and this typically involves a two-month lag before coming before the City Attorney. The plan is for a continuous program to maintain success with communication as a key component. The goal is for improvements for the City as a whole, not citations. Staff practices understanding and extensions when delays and hardships are noted. There is not an intent to harass or badger residents. There may be further discussion and clarification on an agreed upon threshold for violation notices and citations. It is confirmed the residents have possibilities to appeal a citation or notice. They have the ability to speak beyond the code enforcement program, to discuss with City Administrator, Alders and Council as a whole. If the violation enters the citation process, that would eventually lead to a judge ruling. Alder Bauman expresses her appreciation of the progress and activity lending to the successful property maintenance program. 4. Resolution Authorizing City Administrator to Issue Raze Orders Attorney Bartholf summarized the purpose of the resolution authorizing the City Administrator to issue raze orders. Typically, this will be an internal process. This resolution will authorize the City Administrator to issue the raze order instead of the building inspector, as that is now a contracted service. Any properties requiring to be razed will continue to come before Council prior to proceeding. There is one raze order pending to be issued as it was previously approved by the Common Council. Discussed held regarding the raze process and costs factors. If the City has to pay for the raze, then it will be placed as a special assessment onto the property. When the property is sold, the City will recover the raze expenses. Motion made by Joshua Binger and seconded by Richard Thoman to approve the resolution authorizing the City Administrator to issue raze orders. On a roll call vote, Motion Passed. 5. Monthly Review of 1. Temporary Amendment to Employee Paid Time Off Policy 2. City of Monroe Public Health Emergency Personnel and Leave Policy Alder Kranig does not believe the policy should remain in place. Alder Bauman asks for an update on the use of the policy. Despite the increased absences related to COVID-19, there has not been any use in the last few months. Alder Binger doesn't see any issue with keeping it in place, for when the need arises for employees it is an earned benefit that is of minimal expense to the City. There also have not been any concerns related to employees abusing this policy. The purpose of the policy is summarized by City Administrator Lothspeich, as the medical leave banks are only eligible for FMLA qualifying events. COVID is no longer a qualifying FMLA event. Therefore, this policy allows an exception for City of Monroe employees to use the earned medical leave bank time for a COVID related illness. There is a preference to have an overview of the employee paid time off and medical leave policies, including the allowable uses. Motion made by Andrew Kranig and seconded by Chris Schindler to terminate the resolution implementing the Temporary Amendment to Employee Paid Time Off Policy 2.
