ADVERTISEMENT FOR BIDS City of Monroe Green County, Wisconsin

OWNER – The City of Monroe acting through its City Council, hereby gives notice that sealed Bids will be received in the City of Monroe City Hall for the following described project. PROJECT - The work shall consist of furnishing and installing a Biofilter Odor Control system for the equalization tank. Bids will be received on the following Contract(s): Contract No. M0029-7-17-00137.00 Wastewater Treatment Plant Odor Control TIME - Sealed Bids will be received until 1:00 P.M., local time, on July 2, 2018, in the City of Monroe WI, City Hall, at which time and place all Bids will be publicly opened and read aloud. BIDS - All Bids shall be addressed to Arianna Voegeli, City Clerk, City of Monroe, City Hall, 1110 18th Avenue, Monroe WI 53566. Bids shall be sealed and shall have the name and address of the Bidder and the Contract for which the Bid is being submitted on the outside of the envelope. All Bidders shall Bid in accordance with and upon the Bid Forms included in the Contract Documents. EXAMINATION OF BIDDING DOCUMENTS - The Project Documents are on file for inspection at the offices of McMAHON, 1700 Hutchins Road, Machesney Park, Illinois 61115. PROCUREMENT OF BIDDING DOCUMENTS - In order to be a ‘Plan Holder’ or ‘Bidder’, each firm or organization shall download Bidding Documents from the McMAHON website (www.mcmgrp.com) utilizing QuestCDN eBidDocTM . BID SECURITY - No Bid shall be received unless accompanied by a Certified Check or satisfactory Bid Bond payable to the City of Monroe in an amount not less than 10% of the maximum Bid as a guarantee that, if the Bid is accepted, the Bidder will execute and file the Contract, Performance/Payment Bonds and Insurance Certification, as required by the Contract Documents, within 10-days after the Notice of Award. BID REJECTION - The OWNER reserves the right to reject any and all Bids, waive any informalities in Bidding or to accept the Bid or Bids which best serves the interests of the City of Monroe. WITHDRAWAL OF BIDS - No Bid shall be withdrawn for a period of 90-days after the scheduled opening without the consent of the OWNER. PRE-BID MEETING & PROJECT WALK-THROUGH - A Pre Bid Meeting and Project Walk-Through will be held June 22, 2018, at 10:00 a.m., local time, at the Wastewater Treatment Plant, 1224 10th Avenue West, Monroe WI 53566. GOVERNING LAWS & REGULATIONS - The Contract letting shall be subject to the provisions of Sections 66.0901, 66.0903 and 779.14 of the Wisconsin Statutes WAGE RATE DETERMINATIONS - The CONTRACTOR shall be required to pay not less than the Wage Rates established for the project by the City of Monroe, WI., and/or the State of Wisconsin Department of Workforce Development. CITY OF MONROE NOTIFCE OF ENACTMENT OF ORDINANCES

Notice is hereby given that on June 5, 2018, the following ordinances were adopted by the Common Council of the City of Monroe, Wisconsin: ORDINANCE REPEALING AND RECREATING SECTION 8-4-11 OF THE MONROE CITY CODE: PRIVATE WELL ABANDONMENT – This proposed ordinance is to prevent unused or improper construction of wells from serving as a passage for contaminate surface or near surface waters or other materials to reach the usable ground water. This ordinance will also prohibit the transfer of well operation permits to new owners. ORDINANCE REPEALING AND RECREATING SUBSECTION 9-2-22(D) OF THE MONROE CITY CODE: REVIEW OF CHICKEN PERMIT APPLICATIONS – The proposed ordinance will allow chicken permits to be approved administratively in the City Clerk’s office. ORDINANCE REPEALING AND RECREATING SECTION 1-5-6(D), AND REPEALING SECTION 1-6-3(D) OF THE MONROE CITY CODE: REPEAL OF INFORMATION TECHNOLOGY COMMITTEE - The proposed ordinance is repealing the list of boards and commissions listed under the Clerk’s duties in subsection 1-6-3(D) and repealing and recreating section 1-5-6(d) to remove the information technology committee from the list of special boards, commissions, and committees. ORDINANCE REPEALING AND RECREATING SECTION 11-1-7 OF THE MONROE CITY CODE: OBSTRUCTIONS AND ENCROACHMENTS – The current ordinance deals with blocking only sidewalks. The proposed ordinance is an amendment to include all land dedicated for public use (streets, alleys, parks, etc.). ORDINANCE CREATING SUBSECTION 8-4-3(K) OF THE MONROE CITY CODE: FIRE SUPPRESSION SYSTEM CONNECTIONS – The proposed ordinance will require a separate connection for properties that require sprinklers or fire suppression systems so in the event that the property owner fails to pay for domestic use, that line can be shut off without shutting off the line for fire suppression, avoiding possible liability for the City. ORDINANCE REPEALING AND RECREATING SUBSECTIONS 1-5-3(A) AND SECTION 1-5-7 OF THE MONROE CITY CODE: COMMON COUNCIL MEETINGS AND ORDER OF BUSINESS – The proposed ordinance will change the meeting days to the first and third Mondays of every month, and remove the start time of the Common Council meeting and leave the start time to be set by resolution of the Council.
