City of Monroe Common Council Minutes

CALL TO ORDER FOR THIS MEETING The City of Monroe Common Council meeting was called to order by Mayor Douglas on Monday, August 1, 2022 at 6:30 PM. A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Joshua Binger, Brooke Bauman, Richard Thoman, Andrew Kranig, Chris Schindler, Lynne Hardy, Heidi Treuthardt Mary Jane Grenzow, and Tom Miller. B. CORRECTION OF MINUTES - JULY 18, 2022 The July 18, 2022 Common Council minutes were accepted as posted. C. PRESENTATIONS OF PETITIONS AND COMMUNICATION None. D. BUSINESS BY MAYOR Mayor Douglas extends gratitude to staff and Alders participating in the various facility tours, the recent one at the Monroe Fire Department tonight. She also recently attended a mass casualty disaster training and extends gratitude for those that participated. Mayor Douglas thanked Big Radio for adding her Sunday radio conversation to the Monday program as well. Lastly Mayor Douglas recognizes the completion of the Splash Pad and the upcoming donor recognition and ribbon cutting ceremony that will occur on Thursday, August 4th. E. Resolution Granting Miscellaneous Licenses Motion made by Richard Thoman and seconded by Tom Miller to approve the consent agenda. On a roll call vote, Motion Passed. G. JUDICIARY AND ORDINANCE REVIEW COMMITTEE 1. Hold Public Hearing - Ordinance Repealing and Recreating Subsection 9-2 of the Monroe City Code: Animals Control Regulations Public hearing opened up. No discussion held. Public hearing closed. Alder Bauman is thankful for the committee to review this ordinance and hopes discussion continues regarding regulations on the number of animals allowed at a residence. There is clarification that the leash law or animal control relates to dogs, and all animals at large. There were no changes to that portion of the language. Discussion held regarding retractable leashes that extended greater than 6 feet, confirming they could be in violation of the ordinance if allowed beyond six feet. Chief Kelley comments this would be enforced if an animal becomes out of control while on the leash greater than six feet or a complaint is received. Motion made by Chris Schindler and seconded by Richard Thoman to approve the ordinance repealing and recreating subsection 9-2 of the Monroe City Code: Animal Control Regulations. On a roll call vote, Motion Passed. H. PUBLIC SAFETY COMMITTEE 1. Resolution Approving Special Events - 1. Monroe High School Homecoming Parade 2. Monroe Recreation Department Family Movie Night 3. LICENSE COMMITTEE 1. Resolution Approving Temporary Amendment to Licensed Premises Description for Green County House, Inc "Class B" License to Add an Outdoor Beer Garden in Conjunction with Green County Cheese Days Motion made by Brooke Bauman and seconded by Lynne Hardy to approve the temporary amendment to licensed premises for Green County House Inc. "Class B" license to add an outdoor beer garden in conjunction with Green County Cheese Days. On a roll call vote, Motion Passed. J. PLAN COMMISSION 1. Ordinance Approving Change of Zoning Petition - 732 16th Avenue The Council previously approved this change of zoning by resolution, however it is required to be approved by ordinance so it has returned in that format for approval. The ordinance has two typos that will be corrected. Motion made by Joshua Binger and seconded by Andrew Kranig to approve ordinance for change of zoning petition - 732 16th Street. On a roll call vote, Motion Passed. K. COUNCIL OF THE WHOLE 1. Resolution Amending the 2022 Budget Clerk Rindy summarizes the proposed 2022 budget amendments and the purpose for the amendment as it relates to the Expenditure Restraint Program (ERP). The Airport Levy was not calculated as a expense to the general fund, but rather a levy directly to the Airport. However, the Wisconsin Department of Revenue advised this is not acceptable and the Airport levy is included as a general fund expenditure. Therefore, to accommodate that change, the general fund budget must be reduced by $60,000 to qualify for the 2023 ERP payment. Motion made by Joshua Binger and seconded by Richard Thoman to approve the resolution to amend the 2022 budget. On a roll call vote, Motion Passed. L. BUSINESS PRESENTED BY ALDERPERSONS Alder Kranig is grateful for the great response the Monroe PD had to an incident at his place of business. Alder Schindler comments that Emmi Roth is building a new facility outside the City of Monroe. It should be a future goal to encourage businesses to build in Monroe and keep jobs within the City. Alder Binger is appreciative of the insightful mid-year report on the Fire Department provided by Interim Chief Rufer along with the tour today. Alder Bauman comments on the recent success of the Redevelopment Authority's CURB Appeal Grant program for homes that were blighted and in code violation, as well as consideration of affordable housing. All eighteen eligible grant requests submitted were approved. This utilized the current RDA funds of 2022 and 2023. M. BUSINESS PRESENTED BY DEPARTMENT HEADS None. N. A. CALL TO ORDER The Common Council Special meeting was called to order on Monday, August 1, 2022 at 4:30 PM by Mayor Douglas. B. City of Monroe Fire Department Tour – MERIT Center City staff provided a tour of the City of Monroe Fire Department MERIT Center. 2. Recess Until 5:05 PM Mayor Douglas called recess to transition to Fire Station #1. 3. 5:05 PM – City of Monroe Fire Department Tour – Station 1 City staff provided a tour of the facilities and equipment at Station #1, as well as answered questions regarding services and budgeting. 4.
