The Common Council meeting was called to order by Mayor Douglas on Monday, November 20, 2023, at 6:30 PM A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Richard Thoman, Andrew Kranig, Chris Schindler, Lynne Kleven, Heidi Treuthardt, Mary Jane Grenzow, Tom Miller, Corinne Wartenweiler, and Kyle Knoll. B. CORRECTION OF MINUTES - NOVEMBER 6, 2023 The November 6, 2023, minutes were accepted as presented. C. BUSINESS BY MAYOR 1. Committee Appointment Mayor Douglas would like to appoint Marge Klinzing to the Visitor and Promotion Board with a term ending in 2025. COMMENTS/QUESTIONS ON TREASURER'S REPORT (2ND REGULAR MEETING OF EACH MONTH) 1. October's Report The treasurer's report was accepted as presented. G. JUDICIARY AND ORDINANCE REVIEW COMMITTEE 1. Set Public Hearing Date of December 4, 2023 for Approval of Change of Zoning - Haven Hills - NW Development The hearing is set for December 4, 2023. 2. Hold Public Hearing and Approval of Petition of Annexation - B&S Property for School Development Public Hearing was opened. Jim Krebs, residing at 715 18th Ave, expressed his concerns regarding the annexation and the impact on the city’s residents. Robert Brenum, residing at 3026 6th Ave, expressed his concerns regarding the annexation and the impact on the city’s residents. Alder Kranig expressed concerns about annexing a property that is currently in litigation and suggested waiting until the litigation are complete. Alder Thoman sought clarification, stating that the discussion was only about annexing the land, not about paying for anything. Attorney Bartholf clarified that this is only about annexing the land and no developments. Alder Kleven inquired about an ordinance regarding annexing non-taxable land. Alder Wartenweiler asked about the impact on the city's tax roll. The attorney explained how the property would eventually become part of the tax roll. Motion made by Mary Jane Grenzow and seconded by Tom Miller to approve the ordinance for petition of annexation. Ayes: Grenzow, Kleven, Miller, Thoman, Treuthardt Nays: Knoll, Kranig, Wartenweiler Abstain: Schindler On a roll call vote, Motion Failed. This motion needed to pass by a 2/3rds vote. Several council members expressed their disapproval for not passing the ordinance. Administrator Rindy clarified that the current discussion is focused on annexation, and in the future there may be talks about a developer's agreement. Alder Grenzow expressed the desire to collaborate with the school district and that this is the first step in the process. Al Gerber mentioned that water and sewer upgrades are not necessary at this point. Alder Wartenweiler had numerous questions and didn't know if those answers could be answered yet. She felt that the school should return to the city with those answers before annexing the property. The Mayor acknowledged the presence of questions but wasn't sure if all answers would be available that night. Motion made by Kyle Knoll and seconded by Richard Thoman to reconsider and approve the ordinance for petition of annexation. Ayes: Grenzow, Kleven, Knoll, Miller, Thoman, Treuthardt Nays: Kranig, Wartenweiler Abstain: Schindler On a roll call vote, Motion passed. This passed with a 2/3rds vote. 3. Hold Public Hearing and Approval of Ordinance for Change of Zoning - 1810 12th Avenue Public Hearing was opened. No comments. Public Hearing was closed. Alder Miller expressed interest in understanding the type of noise and its potential impact on the park. A representative from Badger Ethanol noted that the zoning change would align more with heavy industrial, and at present, there are no plans for changes. Motion made by Andrew Kranig and seconded by Chris Schindler to close the public hearing. On a roll call vote, Motion Passed. Hold Public Hearing and Approval of Ordinance for Change of Zoning - 1130 30th Street - Previous Armory Public Hearing was opened. No comments. Public Hearing was closed. On a roll call vote, Motion Passed. 2. Hold Public Hearing and Approval of Resolution for the City of Monroe's 2024 Budget The public hearing was opened. No comments. The public hearing was closed. Alder Kranig asked Administrator Rindy to go over the budget for those present, either in person or online. She provided an overview of the budget. Alder Thoman inquired if the city is still eligible for the ERP funds. Administrator Rindy explained that with the passing of a budget amendment in December, the city would remain eligible for these funds. Motion made by Richard Thoman and seconded by Kyle Knoll to approve the resolution. Ayes: Grenzow, Kleven, Knoll, Miller, Schindler, Thoman, Treuthardt, Wartenweiler Nays: Kranig On a roll call vote, Motion Passed. 3.
