CALL TO ORDER FOR THIS MEETING The City of Monroe Common Council meeting was called to order by Mayor Armstrong on Monday, December 6, 2021 at 6:30 PM. A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Rob Driver, Michael Boyce, Richard Thoman, Donna Douglas, Mickey Beam, Joshua Binger, and Andrew Kranig. Absent was Alder Brooke Bauman. B. APPROVAL OF MINUTES - NOVEMBER 15, 2021; NOVEMBER 16, 2021 Motion made by Rob Driver and seconded by Donna Douglas to approve the November 15, 2021 and November 16, 2021 minutes. On a roll call vote, Motion Passed. C. PRESENTATIONS OF PETITIONS AND COMMUNICATION None. D. BUSINESS BY MAYOR Mayor Armstrong references the voting that will follow later in the meeting for the Alderperson vacancy. He notes the time commitment involved in serving on the Common Council. Mayor Armstrong announces he plans to submit a Declaration of Non-Candidacy and will not be running for another term as Mayor. 1. Appointments to Business Improvement District Board for a Two-Year Term Motion made by Donna Douglas and seconded by Mickey Beam to approve the Business Improvement District (BID) Board nominations. Appointments as Election Inspector for a Two-Year Term Clerk Rindy summarized the newly practiced nominations of poll workers by the Democratic and Republican parties. This has affected the number of unaffiliated poll workers that typically have worked the elections being able to continue working the elections. Chris Schindler: Douglas, Boyce, Thoman, Binger, Driver, Kranig, and Beam Heidi Treuthardt: Chris Schindler was voted to fill the Alderperson vacancy unanimously. Clerk Rindy administered the oral oath of office for Chris Schindler. 2. Resolution Appointing Selected Individual to City of Monroe Alderperson at Large for a term ending on April 19, 2022 Alderperson Schindler joined the Council for the remainder of the meeting. Motion made by Rob Driver and seconded by Michael Boyce to approve the resolution appointing Christopher Schindler to Alderperson for the City of Monroe. On a roll call vote, Motion Passed. 3. Discussion and Possible Action Regarding Section 1-5-12 of the Monroe City Code: Filling Vacancies on Common Council No discussion. 4. Resolution Setting Compensation for the Fire Chief Position Alder Boyce inquires if moving expenses were included in the offer to the candidate Bill Erb. Clerk Rindy advises the negotiations led to the salary and benefits presented in the resolution and did not include moving expenses. Motion made by Rob Driver and seconded by Richard Thoman to approve the resolution setting compensation for the Fire Chief/Director of Emergency Management position. On a roll call vote, Motion Passed. I. PUBLIC SAFETY COMMITTEE 1. Special Events Resolution 1. St. Victor School Evening Lights with Santa Alder Boyce discusses this event is replacing the "Breakfast with Santa", likely a result of the COVID-19 pandemic. He is disappointed, as that was a great event, and hopes St. Victor school will be able to return to "Breakfast with Santa" in the future. Motion made by Donna Douglas and seconded by Andrew Kranig to approve the special event resolution for St. Victor School "Evening Lights with Santa". On a roll call vote, Motion Passed. J. BOARD OF PUBLIC WORKS 1. Resolution Authorizing the Purchase of Mowers Using Capital Funds Alder Boyce inquires how the two mowers will requires two employees versus one employee, and how that factors into staffing and the number of hours to operate the mowers. Supervisor Trame explains the Parks Department is looking to shift the operations and this will reduce the mowing hours long term. Typically, the individuals applying for the positions in the Parks department are retired and prefer part time work (without benefits). So while this will increase the number of employees, it will reduce the number of hours and operations costs long term. Motion made by Donna Douglas and seconded by Michael Boyce to approve the resolution authorizing the purchase of mowers using capital funds. On a roll call vote, Motion Passed. K. SALARY AND PERSONNEL COMMITTEE 1. Resolution Approving 2022 Miscellaneous Wage Rates Alder Boyce thanks staff for the information provided regarding the Band Director. Motion made by Rob Driver and seconded by Richard Thoman to approve the resolution approving 2022 miscellaneous wage rates. On a roll call vote, Motion Passed. 2. Resolution Approving Salaries and Wage Rates for Full Time Permanent Department Heads/Non-Represented Personnel for 2022 It was inquired if the Fire Chief and Recreation Supervisor transitions were included. It is confirmed the transitions are included with the exception of the soon to be hired recreation supervisor. The salary for that position will not be more than currently listed. Motion made by Rob Driver and seconded by Joshua Binger to approve salaries and wage rates for full time. On a roll call vote, Motion Passed. 3. Resolution Approving No-Rehire Policy Motion made by Rob Driver and seconded by Joshua Binger to approve the "No-Rehire Policy" resolution. On a roll call vote, Motion Passed. 4.
