The Green County Property Committee is accepting proposals for mowing at Pleasant View Park, the Green County Government Services Building, and the Green County Justice Center. Proposals should be sent to the Green County Clerks Office at 1016 16th Avenue, Monroe, WI. Proposals are due by noon on Monday, January 15, 2024. A map of the proposed properties can be obtained from the county’s website or by contacting the County Clerk’s Office. CALL TO ORDER FOR THIS MEETING The Common Council meeting was called to order by Mayor Douglas on Monday, December 4, 2023, at 6:30 PM. A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Richard Thoman, Andrew Kranig, Lynne Kleven, Heidi Treuthardt, Mary Jane Grenzow, Tom Miller, Corinne Wartenweiler, and Kyle Knoll. Absent was Alder Chris Schindler. B. CORRECTION OF MINUTES - NOVEMBER 20, 2023 The November 20, 2023, minutes were accepted as presented. C. BUSINESS BY MAYOR Mayor Douglas gave a Christmas greeting. Miscellaneous Licenses Motion made by Andrew Kranig and seconded by Kyle Knoll to approve the consent agenda. On a roll call vote, Motion Passed. F. PUBLIC SAFETY COMMITTEE 1. Approval of Resolution Approving the Special Event for Main Street Monroe's New Year's Eve Cheese Drop Motion made by Tom Miller and seconded by Andrew Kranig to approve the resolution. On a roll call vote, Motion Passed. G. JUDICIARY AND ORDINANCE REVIEW COMMITTEE 1. Hold Public Hearing and Approval of Change of Zoning - Haven Hills LLC - NW Development The public hearing was opened. A representative from Haven Hills Development LLC spoke about the necessity for the rezoning. The proposed change involves transitioning from light industrial to multi-family residential Motion made by Andrew Kranig and seconded by Mary Jane Grenzow to close the public hearing. On a voice vote, Motion Passed. The public hearing was closed. Motion made by Tom Miller and seconded by Lynne Kleven to approve the ordinance. On a roll call vote, Motion Passed. H. FINANCE AND TAXATION COMMITTEE 1. Approval of the Offer to Purchase, Developer's Agreement, 3-Year Option, 5- Year Option, and Right of First Refusal with Haven Hills Development LLC for the Property within the NW Development Administrator Rindy introduced Haven Hills Development LLC and provided background information about the project. Haven Hills Development LLC presented their plan for residential developments. Thomas Taylor, the managing partner, shared his background and discussed his ties to the Monroe community. He expressed his willingness to be a partner with the city, emphasizing the use of locally sourced materials and local contractors wherever possible. Their goal is to make these homes affordable. If they are unable to sell the homes, they are open to renting them. Upon the sale of the last unit, they plan to establish a homeowners' association (HOA) system to assist with property maintenance. During the discussion, Alder Kranig and Miller inquired about the use of local vendors and contractors. Haven Hills Development LLC stated that while they will prioritize local options, they may need to consider outside the city if necessary. Alder Thoman and Grenzow expressed confidence in the project, suggesting that the city should trust the developers and avoid micromanaging them. They are excited about the potential for growth and believe it would be beneficial for Monroe Motion made by Heidi Treuthardt and seconded by Mary Jane Grenzow to move forward and approve the all the documents: Offer to purchase & developer's agreement, 3-year option, 5-year option, and the right of first refusal with Haven Hills Development LLC. I. SALARY AND PERSONNEL COMMITTEE 1. Approval of Resolution Approving 2024 Salary and Wage Schedule Motion made by Mary Jane Grenzow and seconded by Lynne Kleven to approve the resolution. On a roll call vote, Motion Passed. 2. Approval of Resolution Approving Miscellaneous Wages Motion made by Mary Jane Grenzow and seconded by Tom Miller to approve the resolution. On a roll call vote, Motion Passed. J. BUSINESS PRESENTED BY ALDERPERSONS Alder Miller would like to thank the Police and City departments on behalf of Main Street Monroe for their help with the Christmas parade. K. BUSINESS PRESENTED BY DEPARTMENT HEADS Administrator Rindy expressed gratitude to everyone for their assistance and the smooth process in approving the new development. She reminded everyone that the last Council meeting for the year is scheduled for December 18th and that there will be no meetings during the week of Christmas and New Year's. L. BUSINESS PRESENTED BY THE PRESS M. ADJOURNMENT Motion made by Andrew Kranig and seconded by Lynne Kleven to adjourn at 7:09 PM. On a voice vote, Motion Passed.
