L. COUNCIL OF THE WHOLE 1. Set Public Hearing for December 16, 2024 Regarding Resolution Petitioning the Secretary of Transportation for Airport Improvement Aid The public hearing is scheduled for December 16, 2024. 2. Vote to Suspend the Rules for a Public Hearing Regarding Repealing Ordinance Section 8-4-10 of the Monroe City Code Concerning Fluoridation During the meeting, each Alderperson was given the opportunity to share their thoughts on the issue of fluoridation in the city’s water supply. A robust debate followed, with arguments both in favor of and against the practice. Following the discussion, Attorney Bartholf provided an overview of the procedures, potential outcomes, and the next steps following the upcoming vote. A two-thirds supermajority vote is required to suspend the rules in order to hold a public hearing. To pass this motion, at least six votes would be needed. A motion was made by Kranig, seconded by Knoll, to Approve suspending the rules to proceed with scheduling a public hearing regarding repealing ordinance section 8-4-10 of the Monroe City Code. (A supermajority vote is required for this motion to pass). Alderperson Kranig proposed that the Chair of the Judiciary and Ordinance Review Committee take the lead in reviewing and correcting the ordinance. However, it was later suggested that the process should begin with the Board of Public Works. The goal would be to amend the fluoridation ordinance to reflect the current concentration levels, as the city’s ordinance currently does not align with the actual fluoridation concentration in the water. N. BUSINESS PRESENTED BY DEPARTMENT HEADS Administrator Rindy reviewed the meeting schedule for December, noting that there will be no meetings on December 23rd or December 30th. O.
