CALL TO ORDER FOR THIS MEETING The Common Council meeting was called to order by Mayor Douglas on Monday, November 21, 2022 at 6:25 PM. A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Joshua Binger, Brooke Bauman, Richard Thoman, Andrew Kranig, Chris Schindler, Lynne Kleven, Heidi Treuthardt, and Mary Jane Grenzow. Absent was Alder Tom Miller. B. CORRECTION OF MINUTES - NOVEMBER 7, 2022 SPECIAL AND REGULAR COMMON COUNCIL The November 7 Special and Regular Common Council meeting minutes were accepted as posted. BUSINESS BY MAYOR Mayor Douglas congratulates the Monroe High School Football team on coming home as the Division 3 State Championship last weekend. Resolution Approving Class "BC" Malt Beverage and Wine Liquor License to Choccovin, LLC - Chocolate Temptation - 1004 17th Avenue Motion made by Brooke Bauman and seconded by Lynne Kleven to approve the Class "BC" malt beverage and wine license for Choccovin dba Chocolate Temptation at 1004 17th Avenue resolution. On a roll call vote, Motion Passed. I. FINANCE AND TAXATION COMMITTEE 1. Resolution Adopting the 2023 Budget, Levying Taxes and Approving Appropriations Alder Grenzow inquires on Fire Department employee wage increases. There is discussion regarding why the increase in wages is not a standard 5% increase, but a $1.13 wage increase based on the sliding scale of all employees. This can result in a greater or lesser than 5% increase based on the current wage and salary. There are currently no funds budgeted specifically for fire inspections. Alder Grenzow states she is not necessarily advocating for the position but for the need to address the fire inspection program situation and allocate funds. Alder Binger is glad to see some increases in wages and salaries for all employees, and is looking forward to the results of the compensation study. He expresses gratitude to all for the efforts taken to proceed with the wage and salary increases. Motion made by Richard Thoman and seconded by Brooke Bauman to approve the resolution adopting the 2023 budget, levying taxes and approving appropriations. On a roll call vote, Motion Passed. J. BOARD OF PUBLIC WORKS 1. Resolution Awarding Contract for Stream Bank and Pond Dredging Motion made by Brooke Bauman and seconded by Andrew Kranig to approve the resolution awarding contract for stream bank and pond dredging in the golf course area. On a roll call vote, Motion Passed. 2. Resolution Approving Change Order #2 for the 2021 Street and Utility Improvements Contract Alder Kranig commends Director of Public Works Al Gerber for putting a lot of time and effort into the tracking of the expenses related to this project and the change orders to save the taxpayers money and remain under budget. Motion made by Brooke Bauman and seconded by Andrew Kranig to approve the resolution for the change order #2 for the 2021 street and utility improvement with Maddrell excavating. On a roll call vote, Motion Passed. K. PUBLIC SAFETY COMMITTEE 1. Resolution Authorizing Installation of No Parking This Side of Street Zone on the East Side of the 700 Block of 24th Avenue and Make the Entire 700 Block of 24th Avenue a Snow Route for Winter Parking Chief Kelley explains it is a narrow residential street. When vehicles are parked on both sides of the street it becomes nearly a one lane street, which also makes snow removal difficult. Motion made by Andrew Kranig and seconded by Chris Schindler to approve the resolution authorizing the installation of No Parking this Side of Street zone on the east side of 700 block of 24th Avenue. On a roll call vote, Motion Passed. L. SALARY AND PERSONNEL COMMITTEE 1. Resolution Approving Amendment to Medical Leave Policy Motion made by Joshua Binger and seconded by Lynne Kleven to approve the amendment to the medical leave policy resolution.
