PROCEEDINGS OF THE GREEN COUNTY BOARD OF SUPERVISORS November 7, 2024 County Boardroom, Green County Courthouse, 1016 16th Ave, Monroe, WI

Chair Jerry Guth called the meeting to order at 7:00 p.m. The Clerk read the roll call with 29 present and 2 absences being Hartwig and Krattiger. The Board recited the Pledge of Allegiance. Chair Guth announced the public hearing. Motion by Gundlach, seconded by Rufenacht to dissolve as a County Board and convene as a Committee of the Whole. Motion carried by a unanimous voice vote. A public hearing on the proposed 2025 Green County budget was held. No one from the public spoke. Motion by Knox, seconded by Boll to dissolve as a Committee of the Whole and reconvene as a County Board. Motion carried by a unanimous voice vote. The proposed 2025 budget was read by Finance and Accounting Chair Leonard.

RESOLUTION NO. 1

RESOLVED: That the sum of $108.85 be and is hereby levied upon the taxable property of the several towns, villages, and cities in Green County in accordance with the instructions of the Finance Committee for the purpose of collecting the following: State Special Charges to Districts $ 108.85; and County Charge backs to Districts $0.00. RESOLUTION NO. 2

RESOLUTION NO. 3

RESOLVED: That the sum of $536,530.00, be and is hereby levied upon the taxable property of the several towns, villages, and cities in Green County as designated by the Green County Library Board, in conjunction with the South Central Library System, pursuant to Green County Board action of August 9, 1977. Motion by Furgal, seconded by Carus to approve Resolution No. 3. Motion carried by a unanimous voice vote.

RESOLUTION NO. 4

RESOLVED: That the sum of $35,710.00, be and is hereby levied upon the taxable property of the several towns, villages, and cities in Green County (excepting that within the limits of the City of Monroe), for county aid for the Humane Society. RESOLUTION NO. 5

RESOLVED: That the sum of $4,121,561.00, which represents a portion of the amount received during 2022 in payment of Green County’s ½% sales tax, be and is hereby designated for use in funding the 2025 Green County Budget. Said amount shall show in the budget document as a reduction from the Proposed Levy to arrive at the Net Levy. Motion by Schwartz, seconded by Snow to approve Resolution No. 5. RESOLUTION 11-9-2024 Resolution Revising the Green County Investment Policy

WHEREAS, to insure timely deposit and investment of public monies under the requirements of State Statutes an Investment Policy for Green County was created, and WHEREAS, the Accounting and Finance Committee has reviewed and approved the revised policy, and WHEREAS, the change to the policy is to include: Green County may contract with one or more investment managers or advisers to make investment commitments consistent with this policy. The County may delegate the investment authority over any of its funds not immediately needed to a state or national bank, or trust company, which is authorized to transact business in this state if all the institution is authorized to exercise trust powers under s.221.0316 or ch. 223. And tThe governing board renews annually the investment agreement under which it delegates its investment authority, and reviews annually the performance of the institution with which its funds are invested. If the County engages such investment advisers, authority will be non-discretionary. NOW, THEREFORE BE IT RESOLVED, that the Green County Board of Supervisors, in legal session assembled, approves the revised Investment Policy. WHEREAS, the Village of New Glarus has passed Ordinance 24-13 annexing land from the Town of New Glarus to the Village of New Glarus; and WHEREAS, the county supervisory districts require amendment pursuant to Wis. Stats. 59.10(3)(c). NOW, THEREFORE, BE IT RESOLVED that the district descriptions for Districts 26 and 28 be amended as follows to transfer the following real property from Supervisory District 26 to Supervisory District 28, pursuant to the request of the Village of New Glarus:
