City of Monroe Common Council Minutes

CALL TO ORDER FOR THIS MEETING The Common Council meeting was called to order by Mayor Armstrong at 6:30 PM. A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Rob Driver, Brooke Bauman, Michael Boyce, Richard Thoman, Donna Douglas, Mickey Beam, Joshua Binger and Andrew Kranig. B. APPROVAL OF MINUTES - OCTOBER 18, 2021 Motion made by Donna Douglas and seconded by Rob Driver to approve the minutes from October 18, 2021. On a roll call vote, Motion Passed. C. PRESENTATIONS OF PETITIONS AND COMMUNICATION None. D. BUSINESS BY MAYOR None. E. APPEARANCES BY THE PUBLIC None. F. CONSENT AGENDA 1. Claims List 2. Resolution Granting Miscellaneous Licenses Motion made by Donna Douglas and seconded by Rob Driver to approve the consent agenda. On a roll call vote, Motion Passed. G. FINANCE AND TAXATION COMMITTEE 1. Resolution Accepting Health Insurance, HRA and HSA Plan Alder Kranig inquired if the premiums increased from the current plan. There was a 19% increase for the current health insurance plan, so the option for an HRA was added to maintain stable costs for the employees and City. This maintained the high probability of maintaining the actual cost below the 5% increase that was included in the 2022 budget. The methodology for forecasting this percentage was reviewed, it included comparable communities and the City's recent history of claims. The gap is only covered if necessary, and could actually result in an overall reduction of expenses dependent on the number of claims. The percentage the employers pay versus the employee remain the same at 85% and 15% respectively. Motion made by Michael Boyce and seconded by Joshua Binger to approve the resolution accepting the health insurance, HRA and HSA plan. On a roll call vote, Motion Passed. 2. Approve Development Agreement for Alice Place Affordable Senior Housing Project Alder Boyce shares this project is costing the City approximately $25,000 per unit. However, the City has already committed to these costs. He advises he will have difficulty supporting future TID development, due to the difficulties observed with current TIDs. Motion made by Michael Boyce and seconded by Rob Driver to approve the development agreement for Alice Place affordable senior housing project. On a roll call vote, Motion Passed. 3. Resolution Accepting the 2022-2026 Capital Plan Motion made by Michael Boyce and seconded by Brooke Bauman to approve the resolution accepting the 2022-2026 capital plan. On a roll call vote, Motion Passed. 4. HOLD PUBLIC HEARING and Resolution Approving the 2022 Operating Budget and Associate Tax Levy Public hearing opened up. No public discussion. Public hearing closed. Alder Kranig inquires if there have been decreases in the expenditures for 2022. The expenditures were increased by $140,000. The budget as a whole is balanced, with an estimated buffer of $100,000 for expenditures to remain eligible in the expenditure restraint program. The five- and thirty-year capital plan will be closely evaluated over the next year, as this is the primary driver for increased expenditures. Alder Boyce emphasizes taxes are high in the community, and may increase while the school is about to embark on a referendum that will be significant, along with the Sheriff's department looking to build a new facility. The City also has concerns of future expenses for facilities including the WWTP. Therefore long term planning is essential. Technology that allows for collecting data regarding the use of equipment is available, and Alder Boyce recommends consideration of utilizing this tool. That data could help provide insight into how assets are being used and provide understanding of capital needs in the future. Administrator Lothspeich advises the 2022 budget includes a modest increase in the tax levy, with a goal of better evaluating efficiencies related to expenditures in the long term. The schedule to pay down existing debt has been projected along with future debt and is included in the budget plan. Motion made by Michael Boyce and seconded by Rob Driver to approve the 2022 operating budget and associate tax levy resolution. On a roll call vote, Motion Passed. H. PUBLIC SAFETY COMMITTEE 1. Resolution Approving Special Events - 1. Main Street Monroe Lighted Christmas Parade 2. UW Green County Alumni Chapter Red Run Turkey Trot Motion made by Brooke Bauman and seconded by Joshua Binger to approve the special events: 1. Main Street Monroe Lighted Christmas Parade 2. UW Green County Alumni Chapter Red Run Turkey Trot resolution. On a roll call vote, Motion Passed. 2. Resolution Approving Permanent No Parking Signs During the Farmer's Market in the Downtown Area Alder Thoman inquires how this relates to the Green County Court House being it is County property. The County has no objection to the City regulating the parking on the inner lanes. Alder Boyce comments on the unattractiveness of multiple signs downtown. The request for these signs is from the City due to complications with cars remaining parked during the Farmer's Market, and difficult to enforce without adequate notice. Alder Boyce suggests having the BID or Main Street organizations cover the cost of the signs. Motion made by Brooke Bauman and seconded by Donna Douglas to approve the resolution for permanent no parking signs during the Farmer's Market in the downtown area. On a roll call vote, Motion Passed. 3. Resolution Approving Installation of School Zone Speed Limit Signs in the High School Area Alder Thoman inquires if these are just for during school hours. Chief Kelley advises it is only during school hours, when children are present. Alder Boyce inquires if data was obtained to install these signs and school zones, how will the public be notified and does it change the citation fees. Alder Binger received complaints by area residents with concern of safety, prompting the study to evaluate the area. There are other areas that are continued to be evaluated and studied. Alder Boyce would be interested in learning what the data revealed, and how the problem was identified. Director Gerber evaluated the area advising there are signs in place on the blocks going one way, but not on the other way. To make it consistent for both ways of traffic within those blocks, it is recommended to install the signs. There are not a lot of tickets issued for speeding in the area. This is more to create consistency and avoid conflicting signs/traffic control. No speed study was done. Motion made by Brooke Bauman and seconded by Donna Douglas to approve the resolution for installation of school zone speed limit signs in the high school area. On a roll call vote, Motion Passed. 4. Resolution Approving Extensions of UTV/ATV Routes within the City of Monroe Alder Boyce expresses no opposition to the expansion of the ATV/UTV routes within the City. He does not prefer the Ad Hoc expansion of the routes, rather than looking at the expansion as a whole. There is no rush due to the upcoming season changes and prefers to wait until further review by the city. Alder Bauman shares this expansion is presented due to requests for the option to reach Blain's Farm and Fleet, and recommends to approve this expansion until the remainder of the City routes can be evaluated and considered. Alder Boyce expresses he has also received requests to expand the route to all City Streets and prefers not to give priority to one request over another. Alder Douglas is in agreement to take the time to review the routes as a whole. Motion made by Brooke Bauman and seconded by Andrew Kranig to approve the extensions of UTV/ATV routes within the City of Monroe resolution. On a roll call vote, Motion Passed.
