Date: October 16, 2023 Time: 6:30 PM Place: City Hall Council Chambers - 1110 18th Ave CALL TO ORDER FOR THIS MEETING The Common Council meeting was called to order by Mayor Douglas on Monday, October 16, 2023, at 6:30 PM. A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Andrew Kranig, Chris Schindler, Lynne Kleven, Heidi Treuthardt, Mary Jane Grenzow, Corinne Wartenweiler, and Kyle Knoll. Absent at roll call was Alders Richard Thoman and Tom Miller. B. CORRECTION OF MINUTES - OCTOBER 2, 2023 The October 2, 2023, minutes were accepted as presented. C. PRESENTATIONS OF PETITIONS AND COMMUNICATION D. BUSINESS BY MAYOR 1. Committee Appointments Mayor Douglas has appointed Jean Ruda to the Ethics Board with a term ending in 2025 and Ben Voss to the Plan Commission with a term ending in 2024. Public Hearing Regarding Ordinance Approving Petition for Annexation - 1223 4th Street North The public hearing was opened. No discussion. The public hearing was closed. Motion made by Chris Schindler and seconded by Andrew Kranig to approve the ordinance to approve the petition for annexation of 1223 4th Street North. On a roll call vote, Motion Passed. I. BOARD OF PUBLIC WORKS 1. Resolution Approving the 2023 - 2025 Broken Main Contract Motion made by Andrew Kranig and seconded by Lynne Kleven to approve the resolution. On a roll call vote, Motion Passed. J. FINANCE AND TAXATION COMMITTEE 1. Resolution Ratifying the PILOT Payment Due from Monroe Water Utility Motion made by Mary Jane Grenzow and seconded by Heidi Treuthardt to approve the resolution. On a roll call vote, Motion Passed. 2. Resolution Authorizing the Submission of an Application for a Wisconsin Economic Development Corporation Community Development Investment Grant for Soukup Properties - Eugene Hotel Project Alder Andrew Kranig questioned if the Common Council would be notified if Monroe would or would not be awarded the grant. Administrator Rindy confirmed that the Common Council would be notified, and that a developer's agreement would come to the Common Council for approval as well. Motion made by Mary Jane Grenzow and seconded by Heidi Treuthardt to approve the resolution. On a roll call vote, Motion Passed. 3. Resolution Approving of Police Department Mobile Data Computer Replacement Project Motion made by Mary Jane Grenzow and seconded by Corinne Wartenweiler to to approve the resolution. On a roll call vote, Motion Passed. 4. Resolution Approving Fire Department Mobile Data Computer Replacement Project Alder Kranig asked if these computers were like the Police Department's computers. Director of Administrative Services Jacobson confirmed that they were similar, and the ones going in the command vehicles are designed to be taken apart for use outside of the vehicle. Alder Chris Schindler asked if these computers are going in fire vehicles that may not be used as often. Fire Chief Rufer expressed the need for the updated computers, and they will be installed in all vehicles except the utility vehicle and reserve squad. Motion made by Mary Jane Grenzow and seconded by Heidi Treuthardt to approve the resolution. On a roll call vote, Motion Passed. 5. Resolution Approving of Senior Center Gym and Lobby Roof Replacement Project with 2023A Capital Funds Alder Andrew Kranig asked how much life is currently left on the roof. Director of Administrative Services Jacobson explained that the roof is at the end of its life and was scheduled for replacement about five years ago. It has sprung several leaks earlier this year, prompting the need for immediate replacement. He received two quotes, and Monroe Professional Roofing came back with the lowest bid. Motion made by Mary Jane Grenzow and seconded by Heidi Treuthardt to approve the resolution. On a roll call vote, Motion Passed. K. SALARY AND PERSONNEL COMMITTEE 1. Resolution Approving Additional Scheduled Paid Holidays to Employee Benefits Alder Andrew Kranig asked about the cost and impact on taxpayers. Administrator Rindy explained that this change was recommended by the McGrath wage study to add two scheduled paid holidays to make the city more comparable to other municipalities. The additional cost would be minimal to the taxpayer. Motion made by Mary Jane Grenzow and seconded by Corinne Wartenweiler to approve the resolution. On a roll call vote, Motion Passed. Ayes: Grenzow, Kleven, Knoll, Schindler, Treuthardt, Wartenweiler Nays: Kranig 2. Resolution Approving Plan Choice for Health and Dental Insurance Plans Including Employer Contributions and Premiums for the 2024 Health Plan Motion made by Mary Jane Grenzow and seconded by Lynne Kleven to approve the resolution. On a roll call vote, Motion Passed. 3. Resolution Approving Accreditation of Years of Service for Appointed Fire Chief Motion made by Mary Jane Grenzow and seconded by Corinne Wartenweiler to approve to resolution.
