CALL TO ORDER FOR THIS MEETING The Common Council meeting was called to order on Monday, October 18, 2021 at 6:30 PM. A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Rob Driver, Brooke Bauman, Michael Boyce, Richard Thoman, Donna Douglas, Mickey Beam, Joshua Binger, and Andrew Kranig. B. APPROVAL OF MINUTES - OCTOBER 4, 2021 Motion made by Rob Driver and seconded by Richard Thoman to approve the October 4, 2021 minutes. On a roll call vote, Motion Passed. C. PRESENTATIONS OF PETITIONS AND COMMUNICATION None. D. BUSINESS BY MAYOR None. E. APPEARANCES BY THE PUBLIC None. F. CONSENT AGENDA 1. Claims List 2. COMMENTS/QUESTIONS ON TREASURER'S REPORT (2ND REGULAR MEETING OF EACH MONTH) 1. Treasurer's Report No discussion. H. JUDICIARY AND ORDINANCE REVIEW COMMITTEE 1. HOLD PUBLIC HEARING. Ordinance Repealing and Recreating Section 1- 9-1 of the Monroe City Code: Ward Boundaries Public hearing opened up. No public comment made. Public hearing closed. Ward 10 is clipped out of the map included with the agenda, as it is located out by the airport. Motion made by Richard Thoman and seconded by Rob Driver to approve the ordinance repealing and recreating section 1-9-1 of the Monroe City Code: Ward Boundaries. On a roll call vote, Motion Passed. I. PUBLIC SAFETY COMMITTEE 1. Resolution Approving Special Events - 1. MRFD Pancake Breakfast Motion made by Brooke Bauman and seconded by Rob Driver to approve the special event resolution - MRFD pancake breakfast. On a roll call vote, Motion Passed. J. FINANCE AND TAXATION COMMITTEE 1. Set Public Hearing for November 1, 2021 Re: Resolution Approving the 2022 Operating Budget and Associate Tax Levy The public hearing was set for November 1, 2021 regarding the 2022 budget and levy limit. K. SALARY AND PERSONNEL COMMITTEE 1. Resolution Approving Promotion to Director of Culture and Recreation Motion made by Rob Driver and seconded by Michael Boyce to approve the resolution promoting Matt Skibba to Director of Culture and Recreation. On a roll call vote, Motion Passed. L. BUSINESS PRESENTED BY ALDERPERSONS Alder Boyce was contacted by a resident regarding UTV use in the City of Monroe. There are inquiries regarding why the UTV can be used on some City streets, but not all. Many residents must trailer their UTV to the trailhead. UTV use is a booming recreational activity. He is in favor of allowing the use of UTV on city streets. He requests this return to the appropriate committee for reconsideration. Alder Boyce also comments on the District Attorney (DA) response letter in regards to the Former Fire Chiefs Rausch and Heins and his decision not to prosecute. Alder Boyce doesn't see any reason why the DA wouldn't prosecute the individuals knowing the evidence presented and states it is irresponsible. The letter was inflammatory, divisive, insulting and showed a temperament that results in concerns of his ability to be the District Attorney. Alder Boyce would like the City to take action in response to the letter. Alder Douglas expresses her agreement with Alder Boyce regarding the use of UTV's throughout the City. Alder Kranig and Alder Driver also show support of the use of recreational vehicles city wide. M. BUSINESS PRESENTED BY DEPARTMENT HEADS Director Klinzing expresses her gratitude for the Council's support of Skibba’s promotion and her succession plan in relation to her retirement. N. BUSINESS PRESENTED BY THE PRESS None. O. COUNCIL OF THE WHOLE 1. Monthly Review of 1. Temporary Amendment to Employee Paid Time Off Policy 2. City of Monroe Public Health Emergency Personnel and Leave Policy This is the monthly review of the policies. There is no recommended action at this time. There are currently employees benefiting from the policy and the Council inquires how frequently this is being used, as well as the costs associated with the use. The cost is unknown at this time, but city staff will follow up with the Council. The purpose of this policy is to allow employees to use their medical leave bank or extraordinary leave for COVID related illness in place of PTO. There is a requirement of documentation and a verified case. If this policy was discontinued, there would be a hardship for employees. Reviewed how this varies from other illnesses due to the quarantine requirements in place for COVID. 2.
