CITY OF MONROE COMMON COUNCIL MINUTES – October 1, 2018

CALL TO ORDER FOR THIS MEETING The City of Monroe Common Council was called to order on October 1, 2018. Present at roll call were Alders Michael Boyce, Brooke Bauman, Jeff Newcomer, Richard Thoman, Ron Marsh, Rob Schilt, Donna Douglas, and Mickey Beam. Alder Chris Beer was absent. A. PLEDGE OF ALLEGIANCE B. CORRECTION OF MINUTES None. C. BUSINESS BY MAYOR Mayor Armstrong presented new speaker queue software and microphone equipment. D. APPEARANCES BY THE PUBLIC Brian Saugstad, President of the Board of Park and Recreation Commissioners addressed the Council regarding the status of the Parks Supervisor position. He explained that he has contacted employees regarding their increased work load and the impact that it is having on their current positions. Barb Moser addressed the Council as a member of the public and shared concerns from the public regarding the Parks Supervisor position. E. CONSENT AGENDA Motion made by Brooke Bauman and seconded by Richard Thoman to approve the consent agenda. On a roll call vote, Motion Passed. 1. Miscellaneous Licenses 2. Claims List F. FINANCE AND TAXATION COMMITTEE 1. Evaluation and Selection of Health Insurance Option for Qualified Employees for Fiscal Year 2019 This item was placed on the agenda in the event that the City decided to leave the State ETF Health Plan. The City was granted an extension on the 10/1/18 deadline to confirm participation in the State plan. In light of the deadline extension, Alder Marsh asked if we could look at different quotes other than what has come in. Alder Boyce explained that a variety of other alternatives were provided by the Health Insurance consultant. Knowing that there is no increase coming with the ETF plan provides for some stability in the budgeting process and doesn't see the necessity to obtain other alternatives. No action was taken. G. BOARD OF PUBLIC WORKS 1. Resolution approving change order #1 for contract with Precision Drive and Control for traffic signal improvement project Motion made by Jeff Newcomer and seconded by Rob Schilt to approve resolution approving change order #1 for contract with Precision Drive and Control for traffic signal improvement project. On a roll call vote, Motion Passed. 2. Authorizing Resolution for Urban Forestry Grant and Urban Forestry Catastrophic Storm Grant Programs Matt Skibba gave some background on the grant and explained this is a standard DNR Grant which is used for preemptive removals for ash trees and treatments for trees that are still in good shape. The City's Tree City USA title holds quite a bit of power with the grant. The grant application is for $25,000, which is a standard application amount. Motion made by Donna Douglas and seconded by Ron Marsh to approve authorizing resolution for Urban Forestry Grant and Urban Forestry Catastrophic Storm Grant Programs. On a roll call vote, Motion Passed. I. BUSINESS PRESENTED BY ALDERPERSONS Alder Newcomer would like an update on the process/status of the Parks Supervisor position. J. STATS. 19.85(1)(G) CONFERRING WITH LEGAL COUNSEL FOR THE GOVERNMENTAL BODY WHO IS RENDERING ORAL OR WRITTEN ADVICE CONCERNING STRATEGY TO BE ADOPTED BY THE BODY WITH RESPECT TO LITIGATION IN WHICH IT IS OR IS LIKELY TO BECOME INVOLVED Mayor Armstrong read the purpose of the closed meeting and the following agenda item: Consult with Attorney regarding failed flooring project. Town of Clarno VOTING BY ABSENTEE BALLOT FOR THE PARTISAN OFFICE AND REFERENDUM NOVEMBER 6, 2018

Any qualified elector who is unable or unwilling to appear at the polling place on Election Day may request to vote an absentee ballot. A qualified elector is any U.S. citizen, who will be 18 years of age or older on Election Day, who has resided in the ward or municipality where he or she wishes to vote for at least 10 consecutive days before the election. The elector must also be registered in order to receive an absentee ballot. Proof of identification must be provided before an absentee ballot may be issued. You must make a request for an absentee ballot in writing. Contact the municipal clerk and request that an application for an absentee ballot be sent to you for the primary or election or both. You may also submit a written request in the form of a letter. Your written request must list your voting address within the municipality where you wish to vote, the address where the absentee ballot should be sent, if different, and your signature. You may make application for an absentee ballot by mail or in person. Unresolved 2018 assessment matters can be brought to the 2018 Board of Review scheduled for November 14, 2018 from 7:00 p.m. until 9:00 p.m. Objection forms must be completed at least 48 hours before the Board of Review. Appointments are requested. Objection forms may be obtained from the town clerk.
