NOTICE OF PUBLIC HEARING AND CONSIDERATION OF ADOPTION OF GREEN COUNTY FARMLAND PRESERVATION PLAN, 2024 UPDATE

Please take notice that a public hearing and consideration of adoption for Green County’s Farmland Preservation Plan will be held on Thursday, November 7th, 2024 beginning at 9:00 AM during the Green County Land and Water Conservation Committee meeting located at the USDA Service Center, 1627 4th Ave W, Monroe WI. The proposed farmland preservation plan is an update to the Green County Farmland Preservation Plan adopted in 2012. The update includes an inclusion of farmland preservation maps of each township. Copies of the DRAFT Green County Farmland Preservation Plan, as well as draft farmland preservation maps, are available for review at the Green County Land and Water Conservation Department office, 1627 4th Ave W, Monroe WI. The plan is also available on the Green County Land and Water Conservation Department’s website at https://greencountylwcd.com/, as well as the Southwestern Wisconsin Regional Planning Commission website at https://www.swwrpc.org/. The public is invited to speak on the proposed farmland preservation plan at the public hearing. Written comments may be submitted prior to, or at the public hearing. Any questions, written comments, or requests for a copy of the proposed update should be directed to Dan Hauck, assistant planner at the Southwestern Wisconsin Regional Planning Commission at (608) 342-1637 or d.hauck@swwrpc.org. Chair Jerry Guth called the meeting to order at 7:00 p.m. The Clerk read the roll call with 27 present and 4 excused absences being Gundlach, Pennington, Smith and Torkelson. The Board recited the Pledge of Allegiance. Motion by Roth, seconded by Rufenacht to approve the minutes of the September 10, 2024, meeting. Motion carried by a unanimous voice vote. Troy Maggied from Southwestern Wisconsin Regional Planning Commission gave a presentation on the strategic plan. Clerk of Circuit Court Melanie Leutenegger presented the Clerk of Circuit Court Annual Report. Motion by Larson, seconded by Sass to receive the Clerk of Circuit Court Annual Report. RESOLUTION 10-2-24 Resolution Approving Expenditure of ARPA Funds

WHEREAS, the American Rescue Plan Act of 2021 (ARPA), was signed into law by President Biden on March 11, 2021, to speed up the United States’ recovery from the economic and health effects of the COVID-19 pandemic; and WHEREAS, the plan allocates $350 billion to help state, local, and tribal governments, with the County of Green receiving $7.17 million and Green County municipalities receiving a little over $3.6 million; and WHEREAS, a community survey was conducted in the spring of 2021 for those who lived or worked in Green County to help officials make decisions regarding ARPA funds; and WHEREAS, the survey identified sustainability, fiscal responsibility, equity, accessibility, and efficiency as the top 5 values that local officials should consider when making decisions surrounding the American Rescue Plan; and WHEREAS, in the fall of 2021, the Finance and Accounting Committee acted on the creation of an ARPA Ad Hoc Committee to create a participatory way for community members to submit ideas; and WHEREAS, the ARPA Ad Hoc Committee met several times in 2022 to review ideas and proposals for consideration by the Finance and Accounting Committee; and WHEREAS, the ARPA Ad Hoc Committee has concluded their fact-finding and information gathering process and has prepared a final report to the Finance and Accounting Committee; and WHEREAS, the Finance and Accounting Committee has reviewed the final report from the ARPA Ad Hoc Committee and voted to approve expenditure of ARPA funds for the following project: Project New Glarus Highway Shop Solar Not to Exceed Cost $29,025 NOW, THEREFORE, BE IT RESOLVED by the Green County Board of Supervisors, in legal session assembled, that the Board approves the recommendation of the Finance and Accounting Committee to allocate and use up to $29,025 of ARPA funds to fund the aforementioned projects. WHEREAS, the City of Monroe has passed ordinance 11852 annexing land from the Town of Monroe to the City of Monroe; and WHEREAS, the county supervisory districts require amendment pursuant to Wis. Stats. 59.10(3)(c). WHEREAS, the Green County Land Use and Zoning Committee has general supervision over administration of the County Zoning Code Regulations; and WHEREAS, after review of the Green County Code, the Green County Land Use and Zoning Committee has indicated that the Green County Code is in need of updating to address current land uses; and NOW, THEREFORE, BE IT ORDAINED by the Green County Board of Supervisors, in legal session assembled, that Title 4 of the Green County Code be amended as is attached to this Ordinance. WHEREAS, the Green County Board of Supervisors has adopted the Green County Land Use and Zoning Ordinance; and WHEREAS, the Green County Land Use and Zoning Committee has been petitioned to rezone a certain parcel of land from agricultural to industrial; and WHEREAS, the Green County Land Use and Zoning Committee held a public hearing on the Petition on September 9, 2024, and has taken into consideration all of the testimony heard at such public hearing; and WHEREAS, it is the recommendation of the Green County Land Use and Zoning Committee that the land area described below be rezoned from agricultural to industrial. NOW, THEREFORE, BE IT ORDAINED by the Green County Board of Supervisors in legal session assembled, that the following described parcel of land be rezoned agricultural to industrial, to-wit: Lot Two (2) of Certified Survey Map No. 1705, as recorded in Volume 5 of Certified Survey Maps of Green County on Pages 272 and 273 as Document No. 354412.
