CITY OF MONROE COMMON COUNCIL MINUTES September 17, 2018

CALL TO ORDER FOR THIS MEETING The Common Council was called to order on September 17, 2018. Present at roll call were Chris Beer, Richard Thoman, Ron Marsh, Rob Schilt, Donna Douglas, and Mickey Beam. Alders Michael Boyce, Brooke Bauman, and Jeff Newcomer were absent. A. CORRECTION OF MINUTES None. B. BUSINESS BY CITY CLERK 1. Swearing in of Youth in Government Members City Clerk Arianna Voegeli swore in Youth in Government members Marissa Vosberg and Triniti Siedschlag. The Youth in Government members shared a few comments about what they are hoping to acquire during their time in the program. C. APPEARANCES BY THE PUBLIC 1. Presentation from Associated Benefits and Risk Consulting Regarding the Results from the Health Insurance Audit Andy O'Halek of Associated Benefits and Risk Consulting was present and gave a presentation regarding the 2019 Health Insurance audit. D. BUSINESS BY MAYOR 1. Appoint Jeff Maliszewski to the Plan Commission to fill unexpired term of Chuck Schuringa Mayor Armstrong appointed Jeff Maliszewski to the Plan Commission to fill the unexpired term of Chuck Schuringa. Motion by Richard Thoman to confirm the appointment, seconded by Ron Marsh. Alder Douglas asked that the item be postponed until the October 1, 2018 Council Meeting. Upon voice vote, the motion to confirm the appointment passed with Alders Beer, Thoman, Marsh, and Schilt voting aye and Alders Douglas and Beam voting nay. 2. Resolution Reconfirming Members of the Redevelopment Authority (RDA) Motion made by Chris Beer and seconded by Donna Douglas to approve resolution reconfirming members of the Redevelopment Authority (RDA). Motion made by Chris Beer and seconded by Mickey Beam to adopt the ordinance repealing and recreating section 1-9-2 of the Monroe City Code: Polling Place. On a roll call vote, Motion Passed. 2. Ordinance repealing and recreating section 3-10-2 and 3-10-3 of the Monroe City Code: Issuance of Dance Licenses (Set public hearing date for October 22, 2018) A public hearing was set for October 22, 2018. The agenda item was later recalled and the public hearing date was corrected to October 15, 2018. 3. Ordinance repealing and recreating section 8-3-6 of the Monroe City Code: Issuance of Solid Waste Hauler Licenses (Set public hearing date for October 22, 2018) A public hearing was set for October 22, 2018. Evaluation and Selection of Health Insurance Option for Qualified Employees for Fiscal Year 2019 Administrator Rath explained that there were questions from the employee meeting held prior to the Council meeting surrounding employees that live and doctor outside of the City and have different plans and/or providers and concerns with out of network issues. Rath explained that staff is looking to poll employees to gather feedback regarding out of network plans and providers. He informed the Council that a decision to leave the ETF can be made at the October 1 Council meeting and suggests waiting until that meeting to take action so more information can be gathered on the new plans and the questions from staff can be answered. I. PUBLIC SAFETY COMMITTEE 1. Resolution creating no parking zone Motion made by Rob Schilt and seconded by Donna Douglas to approve the resolution creating a no parking zone. On a roll call vote, Motion Passed. J. COUNCIL OF THE WHOLE 1. Resolution combining wards for 2018 General Election and Establishing Polling Place Location Motion made by Chris Beer and seconded by Ron Marsh to approve the resolution combining wards for the 2018 General Election and establishing the polling place location. On a roll call vote, Motion Passed. K. BUSINESS PRESENTED BY ALDERPERSONS Alder Marsh requested the City Administrator and Comptroller to address overages shown in two departments, possibly 5 departments by the end of the year, with a plan of what is being done to address the overages. Alder Schilt asked for an update on the Parks Supervisor position. Administrator Rath explained that the finalist interviews have taken place and the position has been pushed to the Finance and Taxation committee to be included in budget discussions. Alder Beam asked for an update on the Senior Center Coordinator. Staff advised that the job posting will be posted through the League of Municipalities, the newspaper, the City website, and through the Senior Center association. Alder Douglas thanked the Sheriff's Department, Police Department, Fire Department, Green County EMS, and all of the volunteers who made Cheese Days possible. L. BUSINESS PRESENTED BY DEPARTMENT HEADS Finance Director Bridget Schuchart informed the Council that she has officially moved back to City Hall. M. BUSINESS PRESENTED BY THE PRESS None. N. ANTENNA STRUCTURE REGISTRATION PUBLIC NOTICE

CTI Towers Assets II, LLC (“CTI”) has filed an application with the Federal Communications Commission (“FCC”) to register an existing, 36 - foot tall lattice telecommunications tower that is owned by CTI. The existing telecommunications tower is located at 500 East Main St., Albany, Green County, WI (42° 42' 31.1" N / 89° 25' 57.9" W). No expansion or modification to the existing telecommunications tower is being proposed in connection with this application. FAA obstruction lighting is not required for the existing telecommunications tower. The purpose of this application is to simply register a previously unregistered tower structure with the FCC. This application may be viewed by going to www.fcc.gov/asr/applications and entering Application Number A1117041. Interested persons may raise potential environmental impact concerns associated with this application by filing a Request for Further Environmental Review with the FCC (“Requests”).
