On a roll call vote, Motion Passed. J. REDEVELOPMENT AUTHORITY 1. Resolution Declaring Redevelopment Project Area No. 2 A Blighted Area - Hold Public Hearing Katherine Westaby, Vierbicher representative, reviewed the proposed Redevelopment Project Area #2 as it relates to the resolution presented to Council for approval tonight. She reviewed the history and purpose of the RDA. The Council tonight will review and consider approving the resolution declaring the RDA Project Area No. 2 a blighted area. This is the beginning stages of the process, determining the property boundaries and percentage that is blighted. The proposed timeline was reviewed by Katherine. There is a 50% blight determination required for the project plan, and Katherine reviewed different categories for blight determination. Details of the proposed project area include a total RDA project area of 278.4 acres with 112 parcels. Thirty of the 112 parcels are blighted for a total of 159.16 acres, equaling 57% blighted properties. Attorney Bartholf reviewed there is a lot of potential for urban renewal, but legally the properties do have to meet the criteria as a blighted property. This will allow for use of the RDA funds to support the Alice Place Project, requiring $600,000 in funds from the City of Monroe. There will be an opportunity for the property owners to discuss the blighted properties at a public hearing in the future. COUNCIL OF THE WHOLE 1. The Green County Emergency Food and Shelter Program Board has been awarded $14,119.00 in Federal funds under the Emergency Food and Shelter National Board Program and the CARES Act to supplement emergency food and shelter programs in the county. The selection was made by a National Board that is chaired by the U.S. Department of Homeland Security's Federal Emergency Management Agency and consists of representatives from American Red Cross; Catholic Charities, USA; National Council of the Churches of Christ in the U.S.A; The Jewish Federations of North America; The Salvation Army; and United Way Worldwide. The Local Board will determine how the funds will be awarded. Under the terms of the grant from the National Board, local agencies chosen to receive funds must: 1) be private voluntary non-profits or units of government, 2) be eligible to receive federal funds, 3) have an accounting system, 4) practice nondiscrimination, 5) have demonstrated the capability to deliver emergency food and/or shelter programs, and 6) if they are a private voluntary organization, they must have a voluntary board. Qualifying agencies are encouraged to apply. VOTING BY ABSENTEE BALLOT

Any qualified elector who is unable or unwilling to appear at the polling place on Election Day may submit a request to vote an absentee ballot to their municipal clerk. A qualified elector is any U.S. citizen, who will be 18 years of age or older on Election Day, who has resided in the ward or municipality where he or she wishes to vote for at least 28 consecutive days before the election. The elector must also be registered in order to receive an absentee ballot. Proof of identification must be provided before an absentee ballot may be issued. You must make a request for an absentee ballot in writing or online at MyVote.wi.gov. Contact your municipal clerk and request that an application for an absentee ballot be sent to you for the primary or election or both. You may also submit a written request in the form of a letter or you may apply for an absentee ballot online at MyVote.wi.gov. Your written request must list your voting address within the municipality where you wish to vote, the address where the absentee ballot should be sent, if different, and your signature. You may make application to your municipal clerk for an absentee ballot in person, by mail, by fax, by email or at MyVote.wi.gov.
