City of Monroe Common Council Minutes

CALL TO ORDER FOR THIS MEETING The Common Council meeting was called to order by Mayor Douglas on Monday, October 3, 2022 at 6:30 PM. A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Joshua Binger, Brooke Bauman, Richard Thoman, Andrew Kranig, Chris Schindler, Lynne Hardy, Heidi Treuthardt, Mary Jane Grenzow, and Tom Miller. B. CORRECTION OF MINUTES - SEPTEMBER 19, 2022 The September 19, 2022 minutes were accepted as posted. C. PRESENTATIONS OF PETITIONS AND COMMUNICATION None. D. BUSINESS BY MAYOR E. APPEARANCES BY THE PUBLIC 1. Appearances by Citizens 2. Appearances by property/business owners within the City of Monroe or their authorized agents Kristen Hasse - property owner of 1116 15th Avenue - shares her history and concerns of the Monroe Fire Department. She urges the Police and Fire Commission to review each of the candidate’s applications with significant consideration for what is best for the Monroe Fire Department. F. CONSENT AGENDA 1. Claims List 2. Resolution Granting Miscellaneous Licenses Motion made by Brooke Bauman and seconded by Andrew Kranig to approve the consent agenda. On a roll call vote, Motion Passed. G. PUBLIC SAFETY COMMITTEE 1. Special Events - 1. Monroe Main Street Lighted Christmas Parade 2. Monroe Main Street Trunk-or-Treat and City of Monroe Halloween Trick-or-Treat Hours Motion made by Andrew Kranig and seconded by Tom Miller to approve the special events - 1. Monroe Main Street Lighted Christmas Parade 2. Monroe Main Street Trunk-or-Treat and City of Monroe Halloween Trick-or-Treat Hours resolution. On a roll call vote, Motion Passed. H. BUSINESS PRESENTED BY ALDERPERSONS Alder Kranig comments on the Green County Courthouse and a possible stop order that was issued. City Administrator confirms a stop order was not issued and the City of Monroe is no longer involved in the permitting or inspection process as of September 30, 2022. At that time the State of Wisconsin agreed to proceed with the permitting and inspections. Alder Bauman comments on frustrations with the lack of communication regarding this project. The history of the communications and project concerns are shared by Administrator Lothspeich. Clerk Rindy interjects this is not an agenda item, and cautions continuing with conversation on the Green County Courthouse. Alder Binger inquires if this topic can be added to the next Council agenda. Motion made by Joshua Binger and seconded by Andrew Kranig to add the topic of Green County Court House building permits and construction project to the next Council agenda. On a roll call vote, Motion Passed. I. BUSINESS PRESENTED BY DEPARTMENT HEADS Clerk Rindy reminded the Common Council there is a fifth Monday in October, therefore there are no planned meetings for the week of October 31, 2022. J. BUSINESS PRESENTED BY THE PRESS None. K. POLICE AND FIRE COMMISSION 1. Update from Police and Fire Commission Regarding Fire Chief Recruitment Process and Status Chair Koch shares an update regarding the process and status for the recruitment of the Monroe Fire Department Chief. L. COUNCIL OF THE WHOLE 1. Presentation on Roles and Responsibilities of Common Council and Police and Fire Commission - Followed by Questions Attorney Steven Zach presented a general overview on the role, duties and jurisdiction of the Police and Fire Commission to both the Common Council and Police and Fire Commission. A copy of the presentation is included with the agenda and distributed to the Common Council members. Mayor Douglas inquires on the difficulties of the elected officials not having any input on the hiring of the Chief positions. It is confirmed the recruitment process can allow public input, but only if the Police and Fire Chief Commission decides to proceed with such process. The Police and Fire Commission (PFC) has the authority to determine that process. The statutory goal of having the PFC is to not allow elected officials in the hiring or firing of such positions. Comments made on advantages and disadvantages of seeking public input. Alder Bauman encourages to have faith and support of the decision the Police and Fire Commission make in regards to the process and hiring. Alder Bauman requests for the determined recruitment and interview process to be stated in more detail during open session at future PFC meetings. Discussion held regarding the complaint process and establishing a form for filing charges. It is encouraged to establish protocol for individual election officials and commissioners to handle public concerns brought to them. Attorney Zach interprets the State Statutes as the City Council is responsible to supply the Police and Fire Commission with the funds necessary to complete their preferred process, within reason. M. ADJOURNMENT Motion made by Andrew Kranig and seconded by Tom Miller to adjourn at 7:46 PM. On a voice vote, Motion Passed. Informational Presentation of Monroe School District Referendum and Tour of Current Facility Monroe School District staff provided an informational presentation regarding the upcoming referendum for the November 8, 2022 election, followed by answering participant questions. Following the presentation a tour of the current high school facility was given. D. ADJOURNMENT Richard Thoman made a motion to adjourn at 6:15 PM, seconded by Tom Miller.
