CITY OF MONROE NOTICE OF ENACTMENT OF ORDINANCE

Notice is hereby given that on September 17, 2018 the following ordinance was adopted by the Common Council of the City of Monroe, Wisconsin. City of Monroe Common Council Minutes 9/4/2018

CALL TO ORDER FOR THIS MEETING The Common Council was called to order on September 4, 2018. Present at roll call were Alders Michael Boyce, Chris Beer, Richard Thoman, Ron Marsh, Rob Schilt, Donna Douglas, and Mickey Beam. Alders Brooke Bauman and Jeff Newcomer were absent. A. CORRECTION OF MINUTES None. B. PRESENTATIONS OF PETITIONS AND COMMUNICATION None. C. BUSINESS BY MAYOR 1. Appoint Youth in Government Members for a Term of September 4, 2018 - May 31, 2019 Mayor Armstrong appointed Youth in Government members Francisco Ocampo, Rebekah Rath, Marissa Vosberg, Quinn Moorman, Aidan Lambert, and Triniti Siedschlag. Motion made by Ron Marsh and seconded by Chris Beer to confirm the appointments. On a roll call vote, Motion Passed. City Clerk Arianna Voegeli administered the oaths of office. The present members shared brief comments about what they hope to acquire from the program. D. APPEARANCES BY THE PUBLIC None. E. CONSENT AGENDA Motion made by Chris Beer and seconded by Donna Douglas to approve consent agenda. On a roll call vote, Motion Passed. 1. Miscellaneous Licenses 2. Claims List F. PROPOSED ZONING ORDINANCE AND MAP 1. Presentation by Vandewalle on proposed code Jackie Mich of Vandewalle and Associates gave a brief presentation on the Proposed Zoning Code. 2. Presentation by Vandewalle on proposed map Jackie Mich of Vandewalle and Associates gave a brief presentation on the Proposed Zoning Map. 3. Hold Public Hearing on proposed code and map A public hearing was held. Steve Mayer of the Green County Mechanical Institute and Agricultural Society spoke and explained that if the fair was no longer held, that zoning as single family residential gives them the option to split off portions of the property and sell the property as single family development. Mayer requested that the Fairgrounds zoning be changed to SR-5, Single Family Residential. The public hearing was closed. 4. Consideration of Resolution approving zoning code (full text of the code may be found here: http://cityofmonroe.org/DocumentCenter/View/2581) Motion made by Michael Boyce and seconded by Donna Douglas to approve the resolution approving the proposed zoning code. On a roll call vote, Motion Passed. 5. Discuss approach for adopting zoning map Jackie Mich of Vandewalle and Associates explained that the map has been broken out into 5 sections for adoption to make it easier for the Council to understand which pieces of the map are being approved under each agenda item. 6. Consideration of Resolution approving map of zoning conversions to new zoning districts The properties on Exhibit A are being converted from the current zoning district to the comparable zoning district under the new ordinance. Motion made by Michael Boyce and seconded by Chris Beer to to approve resolution approving map of zoning conversions to new zoning districts. On a roll call vote, Motion Passed. 7. Consideration of Resolution approving down zoning of County Fairgrounds from currently zoned R-3: Multiple Family Residential Motion made by Donna Douglas to approve resolution approving down zoning of County Fairgrounds from currently zoned R-3: Multiple Family Residential to RH-35 - Rural Holding, seconded by Michael Boyce. Motion made by Chris Beer and seconded by Michael Boyce to amend original motion to amend the zoning from the proposed RH-35 Rural Holding zoning district to SR-5 Single Family Residential. On a roll call vote, Motion Passed. Upon roll call vote of the original motion, Motion Passed. 8. Consideration of Resolution approving down zoning of undeveloped land on southwest side currently zoned A-1: Mobile Home Park Alder Boyce commented that property owners should be notified before adopting changes. Motion made by Donna Douglas and seconded by Rob Schilt to approve resolution approving down zoning of undeveloped land on the southwest side of the City currently zoned as A-1: Mobile Home Park to DR-8 Duplex Residential. On a roll call vote, Motion Passed. Ayes: Beam, Beer, Douglas, Marsh, Schilt, Thoman Nays: Boyce 9. Consideration of Resolution approving down zoning of undeveloped parcels currently zoned R-2 Motion made by Donna Douglas and seconded by Chris Beer to approve resolution approving down zoning of undeveloped parcels currently zoned R- 2, Medium Density Residential to SR-5, Single Family Residential. On a roll call vote, Motion Failed. Ayes: Schilt Nays: Beam, Beer, Boyce, Douglas, Marsh, Thoman Discussion took place regarding notifying property owners of the changes and it was questioned as to what zoning district the parcels would fall into if he resolution did not pass. Motion made by Ron Marsh and seconded by Donna Douglas to change the proposed zoning from SR-5 Single Family Residential to DR-8 Duplex Residential. On a roll call vote, Motion Passed. Ayes: Beam, Beer, Douglas, Marsh, Schilt, Thoman Nays: Boyce 10. Consideration of Resolution approving all other zoning changes to reflect current land use, which may be considered down zoning in some cases Motion made by Donna Douglas and seconded by Chris Beer to approve resolution approving all other zoning changes to reflect current land use, which may be considered down zoning in some cases. On a roll call vote, Motion Failed. Ayes: Beam, Beer, Douglas, Marsh, Schilt Nays: Boyce, Thoman Discussion took place about sending notices of the zoning changes to property owners. A second public hearing date was set for the agenda item for October 15th, 2018. Staff was directed to send notices to property owners requesting responses by the end of the month. Feedback from the notices will be provided to the Council at or before the October 15th public hearing. G. SALARY AND PERSONNEL COMMITTEE 1. Resolution adopting 2018 Youth in Government Program Handbook Motion made by Donna Douglas and seconded by Richard Thoman to approve resolution adopting 2018 Youth in Government Program Handbook. On a roll call vote, Motion Passed. 2. Appoint Interim Senior Center Coordinator Administrator Rath recommended that Liz Sorn be appointed as the Interim Senior Center Coordinator with an increased compensation of $1.00 per hour. Motion made by Chris Beer and seconded by Donna Douglas to appoint Liz Sorn as the Interim Senior Center Coordinator. On a roll call vote, Motion Passed. H. PUBLIC SAFETY COMMITTEE 1. Resolution approving special events Motion made by Rob Schilt and seconded by Richard Thoman to approve resolution approving special events. On a roll call vote, Motion Passed. 2. Resolution approving installation of pedestrian crosswalk Motion made by Rob Schilt and seconded by Ron Marsh to approve resolution approving installation of pedestrian crosswalk. On a roll call vote, Motion Passed. I. LICENSE COMMITTEE 1. Resolution granting Temporary Class "B" Fermented Malt Beverage license to Monroe Lions Club in conjunction with Green County Fall Nationals tractor pull Motion made by Richard Thoman and seconded by Rob Schilt to approve resolution granting Temporary Class "B" Fermented Malt Beverage license to Monroe Lions Club. On a roll call vote, Motion Passed. 2. Resolution granting temporary amendment to licensed premises for "Class B" Liquor and Fermented Malt Beverages license issued to the French Quarter, Inc. to add an outdoor beer garden for Cheese Days Motion made by Richard Thoman and seconded by Chris Beer to approve resolution granting temporary amendment to licensed premises for "Class B" Liquor and Fermented Malt Beverages license issued to the French Quarter, Inc. to add an outdoor beer garden for Cheese Days. On a roll call vote, Motion Passed. J. BUSINESS PRESENTED BY ALDERPERSONS Alder Marsh thanked Senior Center Coordinator Tammy Derrickson for her service. Alder Thoman asked a question about having City emails set up for alder persons. Alder Boyce asked Administrator Rath to bring to the Finance and Taxation Committee a report on open liability/insurance claims. K. BUSINESS PRESENTED BY DEPARTMENT HEADS Assistant Administrator Sam Liebert thanked Building Inspector Ryan Lindsey, City Clerk Arianna Voegeli, and other City staff for their help on the zoning ordinance project.
