City of Monroe Common Council Minutes

CALL TO ORDER FOR THIS MEETING The Common Council meeting was called to order on Monday, September 7, 2021 at 6:31 PM. A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Rob Driver, Donna Douglas, Mickey Beam, Richard Thoman and Bryan Doyle. Absent were Alders Brooke Bauman, Michael Boyce, Andrew Kranig and Joshua Binger. B. APPROVAL OF MINUTES - AUGUST 16, 2021 Motion made by Rob Driver and seconded by Richard Thoman to approve the August 16, 2021 minutes. On a roll call vote, Motion Passed. C. PRESENTATIONS OF PETITIONS AND COMMUNICATION None. D. BUSINESS BY MAYOR The Mayor shares an update he received from Brian Fritz, Alice Place Housing Project developer. They will be pouring concrete in the next few weeks and start framing in October. The goal is to achieve occupancy by late summer or early fall in 2022. Resolution Granting Temporary Class "B" Malt Beverage License and Beer Garden Application for Monroe Lions Club in Conjunction with the Green County Fall Nationals Motion made by Donna Douglas and seconded by to approve the resolution granting temporary class "B" malt beverage and wine license to Monroe Lions Club in conjunction with Green County Fall Nationals Tractor Pull. On a roll call vote, Motion Passed. L. REDEVELOPMENT AUTHORITY 1. Consideration of RDA Funding Proposal for Alice Place Project City Administrator Lothspeich provided a summary of the RDA funds restricted to affordable housing that are available from the extension of TID No. 4 and TID No.5. Those funds are currently under the full control of the RDA, and the RDA is offering a proposal to return those funds to the City for the $600,000 commitment to the affordable housing Alice Place project. This offer is conditioned with a request for the City to return 90% ($540,000) of the funds to the RDA to support their goals with unrestricted funds. The 10% retained by City will help cover the administrative costs for the City responsibility of reporting the use of the TID affordable housing funds. There are practical concerns of the RDA having limited funds and cumbersome restrictions. Currently it is a significant burden for the RDA to run an effective program with only the restricted funds for affordable housing. The RDA is also including the offer to pay for future and prior expenditures for Vierbicher services related to the RDA. It is recommended for Council to consider and make a similar motion to provide direction to City staff to draft an agreement for the transfer of the affordable housing funds between the RDA and City of Monroe. Motion made by Rob Driver and seconded by Mickey Beam to accept and direct staff to draft an agreement accepting the RDA proposal for a transfer of funds between the RDA and City of Monroe. On a roll call vote, Motion Passed. M. BUSINESS PRESENTED BY ALDERPERSONS Alder Douglas announces the Monroe Main Street and American Legion are cosponsoring a "Monroe Remembers Ceremony" on the west side of the square on Saturday, September 11th for the 20th anniversary of 911. Alder Thoman has a son and daughter-in-law in the military that served in Afghanistan. He encourages others to continue to recognize and remember those that serve. Alder Thoman also shares the League of Municipalities has an article worth reading regarding "free speech" as this relates to the prior concerns brought forth regarding a residents display of a controversial flag and sign.
