City of Monroe Common Council Minutes

CALL TO ORDER FOR THIS MEETING The Common Council meeting was called to order by Mayor Douglas on Tuesday, September 6, 2022 at 6:30 PM. A. PLEDGE OF ALLEGIANCE ROLL CALL Present at roll call were Alders Richard Thoman, Andrew Kranig, Chris Schindler, Lynne Hardy, Mary Jane Grenzow, and Tom Miller. Absent were Alders Brooke Bauman, Joshua Binger and Heidi Treuthardt. B. CORRECTION OF MINUTES - AUGUST 15, 2022 The August 15, 2022 minutes were accepted as posted. C. PRESENTATIONS OF PETITIONS AND COMMUNICATION None. D. BUSINESS BY MAYOR Mayor Douglas thanked staff for the tour of the administrative offices and city hall facility. She was impressed by the technology utilized to run city hall. She expresses gratitude for the facility and department tours as a whole, as it was a beneficial experience. Mayor Douglas, GCDC (Green County Development Corporation) and Administration also met with the Madison Region Economic Development organization recently was thankful for the information regarding transportation and housing provided by Madison. She also recently toured the Alice Place development and was impressed with the design and progress being made. 1. Chamber of Commerce Recognition Mayor Douglas would like to recognize the Monroe Chamber of Commerce as Governor Evers has proclaimed September as Chambers of Commerce month. Mayor Douglas read Governor Evers proclamation and thanked the Chamber for all of their community efforts and leadership. Melissa Even, Chamber Director, expressed gratitude for the recognition. She further recognized her board members also present. She then presented the City of Monroe with a gift of a framed picture of the "Greetings from Monroe" mural. E. APPEARANCES BY THE PUBLIC 1. Resolution Approving Original Class "BC" Malt Beverage and Wine License to The Local Joint, Company Motion made by Lynne Hardy and seconded by Andrew Kranig to approve original Class "BC" malt beverage and wine license to The Local Joint, Company resolution. On a roll call vote, Motion Passed. J. BUSINESS PRESENTED BY ALDERPERSONS Alder Schindler inquired on the expenditure limits set for staff to approve payments and purchases. There is a defined policy that clarifies these limits and all payments included in the "Claims List" approved tonight follow that procedure. Alder Kranig comments on increased drug use and related issues in the community that should not be ignored. K. BUSINESS PRESENTED BY DEPARTMENT HEADS Interim Chief Rufer shares an update on fire department training and progressions being made within the department among various members. The MERIT center will be used for multiple training sessions in coming months, as well as recent use by other organizations including local law enforcement for K9 training. Lastly, Interim Chief Rufer shared an update regarding the success of being awarded a community grant by WE energies for a gas meter detector that will provide significant improvements in safety for the community and Fire Department for gas related emergencies. Facilities Tour of the Monroe Administration Office City of Monroe Administrator Lothspeich, Director of Facilities Rob Jacobson and City Clerk Brittney Rindy provided tours of City Hall and the Annex Building. Green County has completed the draft of the Hazard Mitigation Plan, which is required to be updated every 5 years. This plan update has been prepared in accordance with the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Public Law 93-288; 42 United States Code [U.S.C.] 5121 et seq.), as amended by the Disaster Mitigation Act of 2000. Public meetings to review this plan are scheduled for Tuesday, September 27, 2022. Beginning at 1:00 p.m. – 3:00 p.m. in the Lower Level Conference Room of the Green County Justice Center, 2841 6th Street and 4:00 p.m. – 6:00 p.m. at the Village of New Glarus Community Room 319 2nd Street, New Glarus, WI. The plan is available for public comment from September 26-October 7, 2022.
