Chair Jerry Guth called the meeting to order at 7:00 p.m. The Clerk read the roll call with 27 present, 2 excused absences being Thoman and Oemichen, and 2 absences being Kubly and Wilke. The Board recited the Pledge of Allegiance. Motion by Hoesly, seconded by Rufenacht to approve the minutes of the August 8, 2023, meeting. Motion carried by a unanimous voice vote. Sheriff Jeff Skatrud presented the Sheriff’s Office Annual Report. Motion by Snow, seconded by Nelson to receive the Sheriff’s Office Annual Report. Motion carried by a unanimous voice vote. Veterans Service Officer Clayton Ruegsegger presented the Veterans Service Annual report. Motion by Furgal, seconded by Schafer to receive the Veterans Service Annual Report. Motion carried by a unanimous voice vote. Clerk of Circuit Court Melanie Leutenegger presented the Clerk of Courts Annual Report. RESOLUTION 9-1-23

Resolution Approving Human Services Contracts (Over $75,000) WHEREAS, County Code Section 1-11-2, entitled COUNTY PURCHASES AND CONTRACTS, provides for review, approval and execution of all County contracts and purchases necessary to carry out approved budget operations; and WHEREAS, Section 1-11-2(A)(3) STATES: Cost or price in excess of seventy-five thousand dollars ($75,000.00), recommendation by the appropriate department head and the supervisory committee to the full County Board with approval by the full Board before the purchase is made. Execution of the contract documents shall be by the Green County Board Chair and the appropriate Committee Chairperson, after the document has been reviewed by the Green County Corporation Counsel. Resolution Approving Grant Applications for Human Services Department WHEREAS, the Finance and Accounting Committee adopted a Grant Application and Acceptance procedure at its August 2, 2005 meeting, which states that grants over ten thousand dollars ($10,000.00) shall be subject to County Board consideration before acceptance, after approval by the oversight committee and Finance Committee; and WHEREAS, County Code Section 2-12-1, entitled COUNTY BOARD APPROVAL, provides for County Board approval of programs or services within Green County which are funded by other than County funds and revenues. Resolution Authorizing Sale of 2.59 Acres of Land Located in the Town of Cadiz WHEREAS, in October of 2021, Green County acquired 2.59 acres of land on Bridge Street in the Town of Cadiz through a FEMA Disaster Mitigation Assistance Grant for the purpose of demolishing one flood prone residential structure in the floodplain; and WHEREAS, the structure was demolished and the county is maintaining but not currently using the land; and WHEREAS, the Green County Property, Parks, and Insurance Committee approved the sale of 2.59 acres to Ken Christenson Ken Kloepfer for a price of $5,000, with a legal description as follows: Parcel I: Starting at the Southwest corner of Section Thirty-three (33), Town One (1) North, Range Six (6) East, running thence North along the West section line of said Section Thirty-three (33), a distance of 581feet to an iron stake marking the point of beginning; running thence N50°30'E, a distance of 297 feet to the West bank of the Pecatonica River, thence Northwesterly along said West bank a distance of 419.3 feet (measured by chord) to a point which is 540 feet North of the point of beginning; thence South 540 feet to the point of beginning, and being in the Southwest Quarter (SW1/4) if the Southwest Quarter (SW1/4) of Section Thirty-three (33), Town One (1) North, Range Six (6) East, being in the Town of Cadiz, Green County, Wisconsin. Parcel II: Also, Lot Six (6), Block Thirteen (13), in the Village of Martintown, Town of Cadiz, Green County, Wisconsin. and, WHEREAS, Section 59.06 and Section 59.52(6) of the Wisconsin Statutes allows the County Clerk to lease, sell or convey, or contract to sell or convey any county property, under such terms as the Board approves; and WHEREAS, the above aforementioned property was not donated and required to be held for a special purpose and is not property acquired by way of tax deed; and NOW, THEREFORE, BE IT RESOLVED by the Green County Board of Supervisors, in legal session assembled, that the Green County Board approve the recommendation of the Green County Property, Parks, and Insurance Committee for the sale of the above-described property by the County Clerk in accordance with this resolution; and BE IT FURTHER RESOLVED that the Green County Clerk be authorized to execute a deed on behalf of the County Board pursuant to Section 59.06 and 59.52(6), Wis.
