(hereafter Bytec) is a contract waste hauler that provides short-term storage and landspreading of industrial wastes from numerous confidential clients. Bytec also directly applies sewage sludge. Bytec does not manage septage waste under this WPDES permit. Bytec typically operates under two scenarios: 1. Wastes are received from off-site industrial generators, stored in Bytec’s tanks, and before being landspread, the tanks are mixed, the wastes are sampled, then landspread on department approved sites. No sewage sludge or septage is stored in the tanks. 2. Wastes are received from off-site generators and hauled directly to department-approved fields for landspreading without storage. Wastes are sampled at quarterly intervals. Bytec has 1,743 department-approved fields (~56,000 acres) for land application of industrial liquid waste, industrial sludge, industrial liquid waste mixed with small amounts of manure (considered industrial liquid waste), and sewage sludge. Bytec’s approved fields are located primarily in Dane, Dodge, Grant, Green, Iowa, Jefferson, Lafayette, Richland, Rock, and Sauk counties. Each field must comply with ss. NR 204.07(3) NR 214.17(2), or NR 214.18(2), Wis. Adm. Code requirements for site location criteria depending on the waste type. Proposed Modification: Addition of Outfall 224 and corresponding monitoring requirements for land application of industrial liquid wastes from a new 0.5MG stainless steel tank. The Department may schedule a public informational hearing if requested by any person and shall schedule an informational hearing if a petition requesting a hearing is received from 5 or more persons or if response to this notice indicates significant public interest pursuant to s. 283.49, Stats. Information on requesting a hearing is at the above web link. Limitations and conditions which the Department believes adequately protect the receiving water are included in the proposed permit. Information on file for this permit action, including the draft permit, fact sheet and permit application, may be reviewed on the internet at the above web link or may be inspected and copied at the permit drafter’s office during office hours. Information on this permit may also be obtained by calling the permit drafter or by writing to the Department. Reasonable costs (15 cents per page for copies and 7 cents per page for scanning) will be charged for information in the file other than the public notice, permit and fact sheet.
